Description
The Department of Veterans Affairs VA Central California Health Care System, Fresno, CA (VACCHCS) is seeking Architectural/Engineering Firms to submit Standard Form (SF) 330 for the design of Project 570-220, Expand Information Technology Capabilities and Engineering Services at the Fresno VA Campus, Fresno, CA. Architecture and Engineering (A-E) services and expert consultant services related to the design, demolition and construction services in support of project at the VACCMC (Veterans Administration Central California Medical Center) that will evaluate the existing engineering facilities and provide a demolition, construction, remodel and design package that will utilize the existing engineering buildings and footprint while integrating a new 24,000 SF multi-story building to include walk ways, landscaping, site work, all utilities and other appurtenances for the creation, relocation expansion and colocation of the following services: Office of Information & Technology: One of the main concerns is to maintain operational continuity and seamless transfer of information and IT services during construction and final transfer of all IT assets into the new datacenter and IT staff office and service. The VA is looking for a designer who can demonstrate significant experience in the design, construction and operation of a reliable infrastructure for IT operations that minimizes the chance of disruption and provides information security both through physical controls via restrictive access and through the minimization of data compromise potential through shielding of transportation wiring with the ultimate goal of minimizing the chances of a security breach. The data center, IT office and service space must be designed in keeping with the high standards for assuring the integrity and functionality of its hosted computer environment. The design is to be based on the Veterans Affairs Office of Information & Technology design guide requirements (VA, 2011). The facility has an established chill water central plant that can be used as one source for chilled water and currently is supplied with power from PG&E with emergency generators as backup power. The work is to include installation of new network equipment as well as demolition, decommissioning and relocation of existing network equipment. VA Hospital Engineering Services: A&E team must demonstrate experience in the design and construction management of integrated facility for support of the VA Engineering Services group that includes and is not limited to the following: An in house design and construction team consisting of approximately 10-15 personnel with construction trades that includes and are not limited to Construction Management Staff, and construction crews who support the following trades HVAC, Plumbing, Electrical, Carpentry, Flooring, Pipe Fitting etc. Service and maintenance shops that support 500,000 sqft of existing buildings that support hospital operations including inpatient care, outpatient care, surgery, radiology, kitchen, cafeteria, information technology, mental health care, central boiler plant, central chiller plant and administration. The service and maintenance shops requirements include the following dedicated shop areas: biomedical, carpentry, welding, plumbing, electrical, painting and HVAC. Additionally the following services require space within the new building: engineering grounds crew and drivers pool. The crew consists of between 30-50 personnel. Project Design and Engineering Group: Is a facilities design and construction project management team that is responsible for the majority of the facilities demolition and new construction. The team consists of between 5-8 engineering personnel that are responsible for the management of current and future projects. This includes design, review and approval as well as document control including and not limited to as built drawings, management, vendor contract management and construction contract management. The space is to include conference room and document storage locations. Employee Wellness Center: The AE must demonstrate experience in the design and construction of a physical fitness facility for use by hospital facilities that has an employee headcount of approximately 1000. The AE firm shall have, at a minimum, the following licensed/registered specialty disciplines as members of the firm, or team, with demonstrable expertise in their respective fields: Architectural, Civil, Structural, HVAC, Plumbing, Electrical, Fire Life Safety, Security, IT/Data, Construction Cost Estimating, Landscaping and Geotechnical, SHPO, Hazardous Material and Environmental Assessments. Submission Requirements Three (3) copies of the SF 330 are required. SF-330, Part I may be accompanied by any other evidence of experience and capabilities the applicant considers relevant. A separate SF-330, Part II shall be submitted for each proposed consultant's office involved. Selection of firms for interviews and negotiations shall be through an order of preference based on: (1) Professional qualifications necessary for satisfactory performance of required services; (2) Specialized Experience and Technical Competence; (3) Capacity to accomplish the work in the required time; (4) Past Performance on contracts with respect to cost control, quality of work, and compliance with performance schedules; (5) Geographical location and knowledge of the locality of the project. Firms that meet the requirements described in this announcement are invited to submit required SF 330's by 3:00 pm August 8, 2014, to the following: Denise R. Groves, Contracting Officer, Department of Veterans Affairs, NCO 21 855 M Street, Suite 1020 Fresno, CA 93721. There will be an informational meeting at the Fresno Facility on July 16, 2014, from 9:00am-11:00am starting in Building 3 Engineering Services. Project scope will be discussed and a site visit will be conducted. All Requests for Information must be sent to the contracting officer in writing no later than 5:00 pm July 23, 2014. Questions regarding the solicitation and project shall be directed, in writing, to the Contracting Officer; Denise R. Groves, denise.groves@va.gov. It is the intent of the Contracting Officer to make a single firm-fixed price contract award under this solicitation (VA261-14-R-0518). This solicitation is set aside to small business concerns under NAICS code 541310 (Architectural Services) or 541330 (Engineering Services).
