Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice.The solicitation number is S40159020 and is issued as an invitation for bids (IFB), unless otherwise indicated herein.The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2005-75. The associated North American Industrial Classification System (NAICS) code for this procurement is 334310 with a small business size standard of 0.00 employees.This requirement is a [ Small Business ] set-aside and only qualified offerors may submit bids.The solicitation pricing on www.FedBid.com will start on the date this solicitation is posted and will end on 2014-07-17 14:00:00.0 Eastern Time or as otherwise displayed at www.FedBid.com.FOB Destination shall be Homestead, FL 33034 The DOI NPS SER SOUTH MABO requires the following items, Purchase Description Determined by Line Item, to the following: LI 001: In-Vehicle Digital Video Rear View Mirror System. (much like the DVM-800) Integrated digital video and audio recording electronics in a replacement rear-view mirror module. Color TFT Monitor to view recordings or real time scenes integrated into a replacement rear-view mirror module and is invisible when not activated. One piece in-vehicle digital video system with an interior video road facing, interior driver facing color camera integrated into a replacement rear-view mirror module. External 12x optical zoom camera. System with automatic record triggering and a pre-event record feature integrated into a replacement rear-view mirror module. Able to record onto a 32 Gigabyte internal solid state memory and optional 32 Gigabyte removable SD card located behind a locking door. With 5-year warranty., 13, EA; LI 002: Software. Compatible with units in line item 1. Recordings must be able to be uploaded to a specific File Server Share. For manual uploads, the user should be able to pick from a list of available shares for upload based on their individual access settings. Default selections displayed. Search and Retrieve Video based on a variety of criteria, such as: Device Name, User Defined Fields and Tags, User Name, Vehicle ID, Text, Date/Time, Index #, Mark, Event Triggers, Event ID, GPS, Notes and other customized parameters. User Defined Fields are completely customizable and apply to all recordings. Recordings from video systems may be played back within the system interface, a mini-player (automatically exported with video clips from the software), or Windows Media Player and other compatible software. Open an overhead map to view routes traversed in videos along with the location of ?marked? events. View multiple routes simultaneously, highlight routes, track ?current position? during playback, access detailed information for start, stop, and ?marked? points, and more. Capability to add notes and annotations to video frames such as Offense, Driver?s License #, Ticket #, Notes, Comments, Etc. Capability to burn individual events, multiple events or segments of events to DVD for easy playback in the department or court room on any standard DVD player. Save, print or email captured frames of video. Capability to automatically or manually archive to Blue-ray, DVDs, and CDs, Hard Drives or Tape for short and long term storage solutions. Secure and authenticate recordings at all stages of the process, from locks and individualized code access requirements at the video system level to proprietary watermarking of the actual video files or usage logs and data integrity checks for chain of custody reports. Compatible with any Windows compatible computer with Windows XP or newer Windows OS., 1, EA; LI 003: Rack Server. Server needs to be a rack style server (similar to the Dell 320) in order to fit into the current rack system that is already in use within the agency. Server must be minimally 6TB and without an operating system. It must be compatible with the software package that supports an In-Vehicle Digital Video Rear View Mirror System in line item 1., 1, EA; Solicitation and Buy Attachments ***Question Submission: Interested offerors must submit any questions concerning the solicitation at the earliest time possible to enable the Buyer to respond. Questions not received within a reasonable time prior to close of the solicitation may not be considered.*** For this solicitation, DOI NPS SER SOUTH MABO intends to conduct an online competitive reverse auction to be facilitated by the third-party reverse auction provider, FedBid, Inc. FedBid has developed an online, anonymous, browser based application to conduct the reverse auction. An Offeror may submit a series of pricing bids, which descend in price during the specified period of time for the aforementioned reverse auction. DOI NPS SER SOUTH MABO is taking this action in an effort to improve both vendor access and awareness of requests and the agency's ability to gather multiple, competed, real-time bids.All responsible Offerors that respond to this solicitation MUST submit the pricing portion of their bid using the online exchange located at www.FedBid.com. There is no cost to register, review procurement data or make a bid on www.FedBid.com.Offerors that are not currently registered to use www.FedBid.com should proceed to www.FedBid.com to complete their free registration. Electronic Invoicing and Payment Requirements - Invoice Processing Platform (IPP) (April 2013) Payment requests must be submitted electronically through the U. S. Department of the Treasury's Invoice Processing Platform System (IPP). "Payment request" means any request for contract financing payment or invoice payment by the Contractor. To constitute a proper invoice, the payment request must comply with the requirements identified in the applicable Prompt Payment clause included in the contract, or the clause 52.212-4 Contract Terms and Conditions - Commercial Items included in commercial item contracts. Under this contract, the following documents are required to be submitted as an attachment to the IPP invoice: any supporting documents as required under FAR 52.212-4 Contract Terms & Conditions-Commercial Items. The Contractor must use the IPP website to register access and use IPP for submitting requests for payment. The Contractor Government Business Point of Contact (as listed in SAM) will receive enrollment instructions via email from the Federal Reserve Bank of Boston (FRBB) prior to the contract award date, but no more than 3-5 business days of the contract award date. Contractor assistance with enrollment can be obtained by contacting the IPP Production Helpdesk via email ippgroup@bos.frb.org or phone (866) 973-3131. If the Contractor is unable to comply with the requirement to use IPP for submitting invoices for payment, the Contractor must submit a waiver request in writing to the Contracting Officer with its proposal or quotation.
