Description
J10 Bridge J&A Pursuant to FAR 6.305, this Justification and Approval is posted to issue a sole source contract under FAR 6.302-1, Only one responsible source and no other supplies or services will satisfy agency requirements, for a six-month period (and one three-month option) for the Part A/B Medicare Administrative Contractor (MAC) in Jurisdiction 10 (J10), currently performed by Cahaba Government Benefit Administrators, LLC, which expires on July 11, 2014. This action is necessary until award can be made for A/B MAC Jurisdiction J (JJ). CMS is conducting a full and open competition to re-compete the A/B MAC J10 workload, which was awarded on January 12, 2009. The new contract (JJ) is projected to be awarded on or about July 24, 2014 following a delay due to a Competitive Range Determination Protest to GAO and the resultant voluntary corrective action taken by the agency. The complete transition of the J10 workload is complex in nature, cannot be established until contract award and will require up to six months to complete. Therefore, it is necessary to have a bridge contract in place to ensure continuity of processing the A/B MAC J10 Medicare claims until the J10 workload is fully transitioned to the successful JJ contract awardee. Therefore, based on the only one responsible source and no other supplies or services will satisfy agency requirements, and that Medicare claims administration work cannot be disrupted, CMS must take action to continue this work with Cahaba GBA.
