Request for Information and Attachments REQUEST FOR INFORMATION (RFI) RFI NO.: NIHES2014013 JULY 11, 2014 1. DESCRIPTION THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. The National Institute of Environmental Health Science (NIEHS) in support of the Department of Extramural Research and Training (DERT) Partnership for Environmental Public Health (PEPH) is conducting market research and is seeking information from commercial industry to assist only in requirements planning for the equipment, commodities, and services listed herein. The purpose of this RFI is to identify qualified contractors who are able to meet the NIEHS PEPH resource center requirements. •This RFI is issued solely for information and planning purposes within the NIEHS to facilitate the decision making process - it does not constitute a Request for Proposal (RFP)/Request for Quotation (RFQ) or a promise to issue an RFP/RFQ in the future, nor does it restrict the Government as to the ultimate acquisition approach. •This RFI does not commit the Government to contract for any equipment, commodities, and services whatsoever. In accordance with FAR 15.201(e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. There is no required format for RFIs. Any contract that might be awarded based on information received or derived from this market research will be the outcome of a competitive process. Further, NIEHS is not at this time seeking proposals and will not accept unsolicited proposals. •Respondents are advised that the Government will not pay for any information or administrative costs incurred in response to this RFI. All costs associated with responding to this RFI will be solely at the interested party's expense. •Not responding to this RFI does not preclude participation in any future RFP issued. •If a solicitation is released, it may be synopsized on the Federal Business Opportunities (FedBixQpps) website or GSA eBuy electronic system. It is the sole responsibility of potential offerors to monitor the site for additional information pertaining to this or future requirements. 2.BACKGROUND NIEHS supports an array of research and education programs that translate environmental health research and approaches into useful tools and resources. In 2008, the institute launched a new program, "Partnerships for Environmental Public Health" (PEPH - http://www.niehs.nih.gov/research/supported/programs/peph/index.cfm), to help coordinate and provide greater focus to NIEHS funded efforts in this area. Several NIEHS programs were identified as relevant to environmental public health and that could potentially benefit from the coordination and information exchange that PEPH offers. In addition to grantees in these NIEHS programs, the PEPH brings together environmental health scientists, community members, educators, health care providers, public health officials, and policy makers in the shared goal of advancing the impact of environmental public health research at local, regional, and national levels. For the purposes of this program, Environmental Public Health is defined as the science of conducting and translating research into action to address environmental exposures and health risks of concern to the public. One of the key programmatic goals for the PEPH program is to create and provide materials to increase public awareness and literacy about environmental health risks. To this end, the PEPH Resource Center was created. The PEPH Resource Center's objectives were developed in response to recommendations from the extramural community to establish a resource center that would provide, a central repository of educational and outreach materials created by NIEHS grantees and NIEHS staff, evaluation of existing and new materials, targeted dissemination of environmental public health messages and materials, and increased coordination among grantees in environmental public health. 3.REQUESTED INFORMATION As this is an RFI only, it is requested that companies provide indication of their respective ability to provide the equipment, commodities, and services necessary to meet the needs of NIEHS. Information submitted shall address the following: •A complete description of the services to meet the requirements described in Attachment No. 1 •Answers to questions provided in Attachment No. 2 4.RESPONSES Interested parties are requested to provide responses to this RFI by 4:00PM Eastern Time on July 25, 2014. Responses shall be limited to five (5) pages in total (pages shall be standard size 8.5 x 11 inches) and shall provide administrative information to include the following as a minimum: •Name, mailing address, overnight delivery address (if different from mailing address), phone number, fax number, and e-mail of designated point of contact. •Business type (large business, small business, small disadvantaged business, 8(a)-certified small disadvantaged business, HUBZone small business, woman-owned small business, very small business, veteran-owned small business, service-disabled veteran-owned small business) based upon North American Industry Classification System (NAICS) code. Responses shall be submitted via e-mail only to James E. Bryant, Jr., Contract Specialist, NIEHS, Office of Acquisitions. Email: bryant5@niehs.nih.gov Proprietary information, if any, shall be minimized and MUST BE CLEARLY MARKED. • To aid the Government, please segregate proprietary information. •Please be advised that all submissions become Government property and will not be returned. 5.INDUSTRY DISCUSSIONS NIEHS will not meet or hold discussions with potential interested parties. 6.SUMMARY THIS IS A REQUEST FOR INFORMATION (RFI) ONLY to identify sources that can provide the requirements described herein. The information provided in the RFI is subject to change and is not binding on the Government. NIEHS has not made a commitment to procure any of the equipment, commodities, and services listed herein, and release of this RFI shall not be construed as such a commitment or as authorization to incur cost for which reimbursement would be required or sought. All submissions become Government property and will not be returned.
