- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. PAPER COPIES OF THIS SOLICITATION WILL NOT BE AVAILABLE. (ii) Solicitation W912LR-14-T-0031 is issued as a Commercial Solicitation using Simplified Acquisition Procedures found in FAR Part 13. Written documentation will not be issued. (iii) The solicitation is being conducted under Simplified Acquisition Procedures (SAP) FAR Part 13. This solicitation document and incorporated provisions and clauses are those that are in effect through Federal Acquisition Circular 2001-14. It is the contractor's responsibility to be familiar with applicable clauses and provisions. (iv)This acquisition will be 100% total small business set-aside. The NAICS code is 541870 with a small business size standard of $14,000,000.00 (v) The contractor shall provide all labor, material, and other items and services necessary to provide the following: Promotional Items for The Puerto Rico National Guard Recruiting & Retention Battalion efforts in accordance with the included Scope of Work (SOW). Contractor shall comply with the SOW and understand the Request for Proposal. (vi) n/a (vii) Proposals will be accepted from all small business. (viii) The provision at FAR 52.212-1, Instructions to Offerors - Commercial, applies to this acquisition. (ix) The Government will award a firm-fixed price contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price factors and non price factors will be considered. SYSTEM FOR AWARD MANAGEMENT (SAM): Offerors must be successfully registered in SAM, (www.sam.gov ), in order to receive an award. To be considered, responsive offerors must register in SAM at https://www.sam.gov/portal/public/SAM/ before submitting an offer. Instructions for registering are available at the SAM website https://www.sam.gov/portal/public/SAM/. ADDITIONAL INFORMATION: Specific information pertaining to this procurement will be available in the solicitation. The due date for quotes is 2:00PM 21 July 2014. The solicitation will be issued electronically on the Federal Business Opportunities web page; (http://www.fedbizopps.gov/). Paper copies will not be made available. A repository will be provided for hand carried proposals and located at USPFO for Puerto Rico, Building 540, Borinqueneer Rd, Attn; Purchasing and Contracting Division, Fort Buchanan, PR 00934-4069. Hand carried proposals must be deposited in the repository prior to the time established for receipt of proposals. Offerors are cautioned that approval to enter the base must be obtained prior to the closing date for receipt of proposals. Delays are probable at the entry point and should be accommodated for. Late receipt of proposals due to base entry delays may not be deemed excusable and the Contracting Officer may declare the proposal late and remove it from consideration.
