- THIS IS A NOTICE OF INTENT AND NOT A REQUEST FOR QUOTATIONS. The National Institute of Environmental Health Sciences (NIEHS), Research Triangle Park, NC intends to negotiate on a sole source basis with CambridgeSoft Corporation, Waltham, MA 02451 pursuant to 41 U.S.C.253(c)(1) as implemented by FAR 6.302-1-Only one responsible source and no other supplies or services will satisfy agency requirements. This request is for the purchase of the following: 1) N5171515 TIBCO Spotfire Analyst Perpetual License (6 each); 2) N5171509 Lead Discovery Spotfire Perpetual License (5 each); 3) INF00049 Omics Office Pro for Spotfire (2 each); 4) N5171720 TIBCO Spotfire Analyst Bronze Support (6 each); 5) N5171713 Lead Discovery Bronze Support (5 each); and 6) INF00053 OmicsOffice Pro for Spotfire Bronze Support (2 each). The acquisition permits six users to access and use the Spotfire application, Spotfire Analyst. Spotfire Analyst permits the user to perform interactive ad-hoc analytic analytics, and also to author analytic applications and dashboards consumable by others. Additionally, this acquisition permits 5 users to access and use Spotfire Lead Discovery, which provides a highly visual and interactive environment for exploring chemical structure alongside text ad numerical data. This acquisition also permits 2 users to access and use Omics Office Pro, the Omics Intelligence Suite that allows users to handle, process and analyze Omics data. this application provides the user with a rich set of statistical and functional analysis tools to extract relevant and reliable biological conclusions and a guided workflow to explore and visualize Omics data in an intuitive way. These functions permit the user to interrogate in a natural intuitive manner a variety of multi-dimensional datasets, from the results of high-throughput screening assays to genomic data from microarray analysis to cheminformatic analysis of chemical structure / biological responses. The program has access to statistical tools, but uses Spotfire applications to carry out visual data mining, unsupervised analysis of large data sets, filtering of data using text labels, numeric results, and chemical structures. These capabilities have allowed users of the Spotfire suite to identify biological patterns within these large datasets, permitting biological effects to be identified for further testing. Statistical analysis would not have identified these effects. The following are required features of the product: Chemical structure analysis Ability to visualize multiple graphs at one time Ability to filter data interactively using range sliders, text filtering, etc. Principal components analysis Details on demand - ability to see multiple features of a particular data point Two-dimensional hierarchical or agglomerative clustering Ability to split graphs using trellis feature Ability to review gene expression data and filter on published annotation Ability to make heat maps, self-organizing maps, pie charts sized by elements Ability to interact with the data in real time Ability to define new metrics on the data and use for graphing, filtering, coloring, etc. Data transformation possible Award is subject to Justification for Other Than Full and Open Competition (JOFOC) approval. This notice of intent is not a request for competitive proposals; however, all responses received within 12 days from the date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract action based upon responses to this notice is solely with the discretion of the Government. Information received will normally be considered for the purpose of determining whether to conduct a competitive procurement. If no affirmative responses are received within 12 days of this notice to determine whether a qualified source is more advantageous to the Government, the order will be issued to CambridgeSoft Corporation. The NAICS Code/Size is 511210/$35.5 Million. This procurement is to be processed using Simplified Acquisition Procedures in conjunction with FAR Part 12 Commercial Item Acquisition of Commercial Items.
