Redacted CJ&A supporting this award The Naval Air Systems Command awarded a CPFF Delivery Order under Basic Ordering Agreement N00019-12-G-0006 with Bell Boeing Joint Project Office on an other than full and open competitive basis. The Delivery Order provides for the installation of 24 Main Landing Gear Bay Fire Suppression System Retrofit Kits onto MV-22 aircraft in Okinawa, Japan. Bell Boeing is performing this retrofit modification in conjunction with seven (7) other modifications contracted for under previous Delivery Orders. Bell Boeing is the sole designer, developer and producer of the V-22 aircraft and is the only source able to perform the installations provided under this order while simultaneously performing the seven (7) other modifications on aircraft in Okinawa, Japan. The CPFF contract type was determined to be the most appropriate due to the uncertainties involved in contract performance. Bell Boeing has only performed the validation/verification installation of this retrofit kit. With little historical actual installation data available for Bell Boeing to base its estimate on, NAVAIR considered the uncertainties involved in contract performance and concluded that such uncertainties do not permit costs to be estimated with sufficient accuracy to use any type of fixed-price contract.
