- This Small Business Sources Sought Notice is for information and planning purposes only and shall not be construed as a solicitation or as an obligation or commitment by the Government. This notice is intended strictly for Market Research. The National Institutes of Health (NIH) National Institute of Diabetes and Digestive and Kidney Diseases is conducting a market survey to determine the availability and technical capability of qualified small business, veteran-owned small business, service-disabled veteran-owned small business or HUBZone small businesses capable of providing Axiom Array service, up to 800k SNPs for genotyping in 3760 samples. NIDDK has a requirement to design a custom Axiom Array that captures all variation with a frequency >5% across the entire genome and >1% in coding regions in the Pima Indian population. This requirement will be for the design and purchase of a custom Axiom Array that includes up to 800,000 markers, and genotyping of 3760 samples using these custom arrays. Axiom Custom Genotyping Arrays provides a wide range of formats, relevant content, and high-quality data to expedite the disease association studies. The critical or unique features which are mandatory in its intended use or application that limit their availability to single source. The NECESSITY for these features should be clearly indicated. Minimum essential requirements must be stated (FAR 6.303-2): Axiom Custom Genotyping Arrays will provide information on genetic variation with a frequency >5% that is unique to the Pima Indian population, who suffer from the world's highest prevalence of type 2 diabetes. Genotyping of pre-designed arrays based on variation identified in other ethnic groups will not lead to understanding this disease among American Indians; therefore, it is necessary that the arrays be custom for Pima Indians. Custom arrays will be created that capture 4.7 million variants across the Pima Indian genome. The vendor shall be a team of bioinformatics that scientists can give design support and expertise in designing Axiom Custom Genotyping Arrays to ensure streamlined SNP selection and intelligently designed arrays that fulfill the objectives of this study. The intended procurement will be classified under North American Industrial Classification (NAICS) code 325413 with a size standard of 500. All respondents are requested to identify their firm's size and type of business. Interested firms responding to this market survey must provide (a) capability statement demonstrating their experience, skills and capability to fulfill the Government's requirements for the above. The capability statement shall be in sufficient enough detail, but not to exceed 15 pages, so that the Government can determine the experience and capability of your firm to provide the requirements above. Your capability statement, not to exceed 15 pages, should include references. Capability statement must be received at the address identified in this synopsis by no later than 7 days prior to close of business (11:00 A.M. local time at designated location) on July 17, 2014.
