- The National Cancer Institute (NCI), Center for Cancer Research (CCR), Urologic Oncology Branch (UOB), plans to procure on a sole source basis a 1.0 Tesia tabletop NMR Spectrometer from Magritek Inc., 6440 Lusk Blvd, Ste # 108, San Diego, CA. 92121. USA. This process will be processed in accordance with simplified acquisitions procedures as stated in FAR Part 13 13.106-1(b)(1) and is exempt for the requirements of FAR Part 6. The North American Industry Classification System code is 423490, and the business size standard is 500 employees. Only one award will be made as a result of this solicitation. This will be awarded as a firm fixed price type contract. It has been determined there are no opportunities to acquire green products or services for this procurement. The Urologic Oncology Branch (UOB) conducts clinical and basic research designed to develop better methods for detection, prevention, and therapy of patients with kidney cancer, prostate cancer and bladder cancer. The UOB and Radiation Biology Branch (RBB) proposes this procurement to conduct metabolic NMR studies in cells and tissue slices maintained in culture and challenged with isotopically labeled hyperpolarized tracers. The cells and tissues will be profiled based on how they convert a 13 C labeled tracer such as 1-13C pyruvate after hyperpolarization. The conversion of pyruvate to products such as alanine, lactate, bicarbonate depending on the metabolic differences will be identified by 13 C NMR spectroscopy. In addition, biomarkers obtained from these studies will help optimize the scope of studies in pre-clinical in vivo studies saving time and expenses. The NMR spectrometer acquisition will complete the technical and scientific capabilities to conduct comprehensive metabolic studies of cancer. A sole source to Magritek, Inc. is intended for this order; based on the fact this company is the best known and most compatible vendor that has a multinuclear NMR spectrometer which operates at 1.0 Tesia with a shim coil assembly which provides homogenous magnet fields to enable detection of molecules having 15N, 13C, 1H nuclei. The pulse sequences available permit 2-D NMR studies; and, the sample chamber permits placing cells and tissues in culture essential for studies proposed. This is not a solicitation for competitive quotations. However, if any interested party believes they can meet the above requirement, they may submit a statement of capabilities. All information furnished must be in writing and must contain sufficient detail to allow the NCI to determine if it can meet the above unique specifications described herein. An original and one copy of the capability statement must be received in the NCI Office of Acquisitions on or before 11:00 AM EST on, July 28, 2014. No electronic capability statements will be accepted (i.e. email or fax); an original and one copy must be sent to the NCI Office of Acquisitions at the address stated above. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. In order to receive an award, contractors must have valid registration and certification in the Central Contractor Registration (CCR) and the Online Representations and Certifications Applications (ORCA), through sam.gov.
