- SOLICITATION NUMBER : GS-04P-14-BV-R-0055 Purpose : The purpose of this synopsis is to provide a notice to the public of information for General Contractor to construct a New Office Building (NOB) for the U.S. Department of State, New Office Building in North Charleston, South Carolina Authority : GSA is issuing this synopsis in accordance with FAR Part 5.204 Pre-solicitation Notices. Description : This project consists of the construction (type IIA) of a new four-story office building at the U.S. Department of State, Charleston Regional Center. The Charleston Regional Center is located on the former U.S. Naval Base in North Charleston, South Carolina and is part of a federal complex of other U.S. Government facilities (non-Navy). The new steel frame office building is approximately 125,000 gross square feet and will sit upon reinforced concrete walls and piers supported on grade beams and driven concrete piles. The new office building will include a dining facility, kitchen, fitness center, auditorium, and office space. The intent of the Government is to meet LEED Gold certification or better. Additional aspects of the project include the demolition of existing CMU buildings and a parking site, construction of a new asphalt surface parking lot, and the alteration of existing asphalt surface parking lots located on the campus. Associated features include, but are not limited to site work, landscaping, foundations, structural system, exterior envelope, elevator, electrical, solar power, generated power, plumbing, fire protection, telecommunication, electronic security, audio visual, food services, asphalt parking, and utilities. Associated systems will be commissioned by a third party consultant. Place of Performance : North Charleston, SC Sole Source/Competitive Acquisition : This will be a full and open competitive acquisition to all firms that currently hold a Secret facility clearance. Contract Type : Firm-Fixed Price Evaluation Process : Proposals will be evaluated on the Best Value - Tradeoffs, where the technical factors are more important than price. The North American Industry Classification System (NAICS) code for this procurement: 236220 - Commercial and Institutional Building Construction Period of Performance : 623 calendar days from the date of issuance of the Notice to Proceed. Mandatory requirements : All offerors who are interested in receiving the solicitation must submit the following two documentations to the office by July 25, 2014 at 12:00 pm EST. (1) Bonding capacity of $35 - $50 million (2) Proof of holding a Secret Facility Clearance (3) Company's DUNS number as well as their CAGE number. Expiration of this synopsis/notice : This notice is set to expire on July 25, 2014 at Close of business (COB) Eastern Standard Time (EST). Release Date of the Solicitation : It is anticipated for Solicitation No. GS-04P-14-BV-R-0055 to be released on or about July 28, 2014 and proposals will be due on or about September 15, 2014, COB EST. Should complications arise resulting in a delay in the release of the Solicitation, the Contracting Officer will provide an update through FedBizOpps website at http://www.fbo.gov.
