Description
THIS IS A PRE-SOLICITATION NON-COMPETITIVE (NOTICE OF INTENT) SYNOPSIS TO AWARD A CONTRACT OR PURCHASE ORDER WITHOUT PROVIDING FOR FULL OR OPEN COMPETITION (INCLUDING BRAND-NAME). The National Heart, Lung, and Blood Institute (NHLBI) Office of Acquisition (OA) intends to negotiate and award a purchase order on a noncompetitive sole source basis to Johns Hopkins University (JHU), McKusick-Nathans Institute of Genetic Medicine, Medical Genetics Residency Program, 733 N. Broadway, Edward Miller Research Building, Room 547, Baltimore, Maryland 21205 to continue providing training opportunities for Fellows in the Medical Genetics and Genomic Medicine Fellowship Training Program National Institute of Health (NIH), National Human Genome Research Institute (NHGRI). BACKGROUND: This is a Follow-On requirement. The sole source determination is based on the fact that the National Institute of Health (NIH) mission is to seek fundamental knowledge about the nature and behavior of living systems and the application of that knowledge to enhance health, lengthen life, and reduce illness and disability. The National Human Genome Research Institute (NHGRI), mission has expanded to encompass a broad range of studies aimed at understanding the structure and function of the human genome and its role in health and disease. The National Human Genome Research Institute (NHGRI), Division of Intramural Research (DIR) was established to serve as a hub where development of technology for the rapid isolation and analysis of disease genes will be carried out. The DIR's basic research laboratories and clinical branches develop and use the most advanced techniques to conduct research in medical genetics. Research includes identifying and understanding the molecular basis of human genetic disease and planning and carrying out clinical trials to test methods for the treatment. The mission of the DIR includes the training of physicians and doctoral degree fellows in genetics and genomics through the Medical Genetics and Genomic Medicine Residency and Fellowship Training Programs. These programs are administered by the Office of the Clinical Director (OCD) and are accredited by the American Board of Medical Genetics (ABMG). This requirement will be a joint collaboration of a Memorandum of Understanding (MOU) between John's Hopkins University and the National Human Genome Research Institute (NHGRI). Requirements for board certification of competency of NHGRI trainees include clinical experience in a wide variety of settings, including cancer, prenatal, and various specialty clinics. The McKusick-Nathans Institute of Genetic Medicine at the John Hopkins University (JHU) has been an excellent partner to aid NIH in training the next generation of outstanding geneticists and investigators who will advance the field. These organizations have chosen to jointly cooperate in the training of clinical fellows in Medical Genetics and Genomic Medicine. This cooperation will ensure that NIH trainees have exposure and access to specialty clinics, such as the Huntington Disease, Skeletal Dysplasia and Connective Tissue Disorder clinics, at JHU that they would not otherwise have. PERIOD OF PERFORMANCE Base with One Option Year Period : Base Year: 12-Months Option Year: 12-Months JUSTIFICATION: The purpose of this contract is to continue maintaining formal training program sites for the instruction of medical and doctoral fellows as part of the requirements for board certification in Clinical Genetics, Clinical Biochemical Genetics, Clinical Cytogenetics and Clinical Molecular Genetics. This is necessary for NHGRI/DIR because it will help provide the DIR with access to ABMG approved settings to train fellows in the diagnosis and management of genetic disorders and the genetic implications of test results. The goals of the program are to: 1. Provide a training facility that will conduct up to six months training experiences in clinical genetics for each of our Medical Genetics trainees seeking certification in Clinical Genetics. 2. Provide a training facility that will conduct one month training experiences in specialized genetics clinics for each of our Medical Genetics combined trainees seeking certification in Clinical Genetics. 3. To provide a genetic counselor to assist in the training of the fellows in the genetic counseling implications of the diagnoses that have been made. 4. To participate in the comprehensive training of all trainees in genetics as part of the Medical Genetics and Genomic Medicine Residency and Fellowship Programs. CONTRACTOR'S REQUIREMENTS : Specific tasks to be performed are: 1. Each year the training program will enroll up to four (4) clinical genetics fellows. Each fellow will spend up to six (6) months at JHU. Each year the training program will enroll up to one (1) combined pediatrics/genetics fellow who will spend one (1) month on elective service at JHU. Each year the training program will enroll up to one (1) combined maternal fetal medicine/genetics fellow who will spend one (1) month on elective service at JHU. 2. Track the progress of each fellow to insure that they will have had necessary experiences for AMGB certification. REGULATORY AUTHORITY: This acquisition is conducted under the authority of 41 U.S.C. 253(c) as set forth in FAR Part 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. ADDITIONAL INFORMATION: Industry Classification (NAICS) Code is 541990, All Other Professional, Scientific and Technical Services with size standard in dollars $14.0M Per Annum. The acquisition is being conducted under FAR Part 13, simplified acquisition procedures, therefore the requirements of FAR Part 6 B Competitive Requirements are not applicable (FAR Part 6.001). The resultant Contract will include all applicable provisions and clauses in effect through the Federal Acquisition Circular (FAC) 05-74 (July 1, 2014). This synopsis is not a request for competitive proposals. However, interested parties may identify their interest and capability to respond to this notice. Responses to this notice shall contain sufficient information to establish the interested parties' bona-fide capabilities for fulfilling the requirement and include: unit price, list price, shipping and handling costs, the delivery period after contract award, the prompt payment discount terms, the F.O.B. Point (Destination or Origin), the Dun & Bradstreet Number (DUNS), the Taxpayer Identification Number (TIN), and the certification of business size. All offerors must have an active registration in the System for Award Management (SAM) www.sam.gov." A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. The information received will normally be considered solely for the purposes of determining whether to proceed on a non-competitive basis or to conduct a competitive procurement. All responses must be received by July 22, 2014, 7:30 a.m. Eastern Time and must reference synopsis number HHS-NIH-NHLBI-CSB-(HG)-2014-175-DLM, may be submitted to the National, Heart, Lung and Blood Institute, Office of Acquisition, COAC Services Branch, 6701 Rockledge Drive, Suite 6149, Bethesda, Maryland 20892-7902, Attention: Dorothy Maxwell.
