- The Aviation Applied Technology Directorate (AATD) Contracting Division, Army Contracting Command, intends to negotiate on a sole-source basis in accordance with FAR Part 13.106-1(b), Soliciting from a Single Source, with Smartronix Inc., 44150 Smartronix Way, Hollywood, MD 20636. The proposed contract action, a commercial item purchase order in accordance with FAR Part 12, is for procurement of a one-year extended maintenance agreement for the Smartronix hardware and software currently located in AATD's Fabrication and Instrumentation Branch. The purchase order will be issued on a firm-fixed-price basis. The Fabrication and Instrumentation Branch utilizes Smartronix hardware and software to support various Flight Test Programs. This simplified acquisition procedure is to obtain an annual maintenance contract for the Smartronix hardware and software from June 2014 through June 2015, which will allow the branch's capability to support various flight test programs. Two additional option years will be included in the contract. The applicable North American Industry Classification Standard (NAICS) code is 811219. The small business size standard is $19M. Smartronix Inc. will supply OEM replacement parts and qualified technicians to repair and maintain the system. No request for quotes/proposals will be posted. Interested sources may identify interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. The Government will review and consider all capability statements or proposals received within the closing date set in this notice. The Government retains the sole discretion on the decision whether or not to conduct a competitive competition based upon information received in response to this notice. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Companies submitting such information shall reference W911W6-14-T-0002 in all correspondence with the Government. Specifications, plans, or drawings relating to this procurement described are not available and cannot be furnished by the Government. Offerors must be in good standing with the Government according to the Active Exclusion Records located in the System for Award Management Web site https://www.sam.gov. Capability statements are due not later than July 16, 2014, 2:00 p.m Eastern Standard Time.
