Description

Important Date: Please submit final quote via email to brooke.hansen@va.gov by 5:00pm on Wednesday, July 16. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. The solicitation number is VA251-14-Q-0450 and is issued as a Request for Quotes. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2005-69. The associated North American Industrial Classification System (NAICS) code for this procurement is 238990 with a small business size standard of 500 employees. This requirement is a [ Small Business ] set-aside and only qualified offerors may submit quotes. Please submit all offers to Brooke.Hansen@va.gov before Wednesday, July 16 2014 5:00PM Eastern Time. FOB Destination shall be Indianapolis, IN 46202-2803 if any items are to be shipped. The VHA NCO 11 - 583 - Indianapolis IN requires the following items, Exact Match Only, to the following: FIKE FE25 (ECAR025) Clean agent fire suppression system with option for Fike FM200 clean agent fire suppression system. The system is for a single zone clean agent fire protection system with independent dedicated single shot clean agent fire suppression system protecting the communications room in the Veterans Administration Hospital Facility. The base Fike system configuration should be a single shot single zone system protecting the room with the control panel, system cylinder, detection, audible / visual devices, and control devices located within the protected area. The room area is 1279 sqft, the ceiling height is 10 foot, 7 inches, room volume is 13545 cf, Raised floor is 1395 cf and there is one entry. Offeror must furnish and install the clean agent fire suppression system to include: (1)Fike 650 lb FE25 Clylinder (1)Fike Cylinder Discharge Pressure Switch (1)Fike Cylinder Low Pressure Switch Fike / Dupont FE25 Clean Agent Suppressant Agent (6) Fike Engineered Nozzle (4) Fike Radial Nozzle Deflector Plate (1)Caution - Room Protected by FE25 Sign (1) Manual Discharge Station Sign (1) Flashing Light Means Sign (1) Push and Hold Abort Sign (1)Fike Cheetah Xi50 Control Panel System (1) 7AH Battery Assembly (18)Fike Analog Sensor, Photoelectric (18)Fike Analog Base, 6" (2)Fike Relay Module (R2M-Single Port) (5)Fike Monitor Module (Mini/ 4" Mount Plate) (3)Fike Supervised Control Module / NAC Module (1)Agent Release Module (1)Manual Release, Keyed Reset (1)Abort switch, Deadman Type (2)Horn / Strobe, 15/75 Candela (1)Strobe, 15 Candela (2)6" Bell The pricing should assume all work is done during normal working hours Monday through Friday. The pricing should include all electrical and piping materials with labor and freight applied to supplied equipment. Shop drawings, engineering, and hydraulic calculations should be signed by a FIKE factory certified engineer. Included in the price should be owner training. Period of delivery shall be: TBD NOTICE TO OFFERORS: Instructions for submitting quotations under this request for quote must be followed. Failure to provide all information to aid in the evaluation may be considered non-responsive. Offers that are non-responsive may be excluded from further evaluation and rejected without further notification to the offeror. In addition to written price quotes, offers are instructed to provide: Submit quotations via email at or before the time specified in the solicitation. Email quotes are acceptable and can be sent to brooke.hansen@va.gov. At a minimum the contractor shall provide the following information on their quote: a) Point of contact name, telephone and E-mail address. b) DUNS Number New Equipment ONLY; NO remanufactured or "gray market" items. All items must be covered by the manufacturer's warranty. Quote MUST be good for 30 calendar days after close of solicitation. This solicitation requires registration with the System for Award Management (SAM) prior to award, pursuant to applicable regulations and guidelines. The selected Offeror must comply with the following commercial item terms and conditions, which are incorporated herein by reference: FAR 52.212-1, Instructions to Offerors - Commercial Items, applies to this acquisition; FAR 52.212-3, Offeror Representations and Certifications - Commercial Items - the selected offeror must submit a completed copy of the listed representations and certifications; FAR 52.212-4, Contract Terms and Conditions - Commercial Items; FAR 52.212-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders-Commercial Items, paragraph (a) and the following clauses in paragraph (b): 52.222-21, 52.222-26, 52.222-35, 52.222-36, 52.222-37, 52.225-13, 52.232-34. Award will be made to the responsible Offeror, whose offer conforming to the solicitation, will be the most advantageous to Veterans Affairs on the basis of price, technical capability and delivery schedule.
