- The Centers for Disease Control and Prevention contemplates award of a sole source, firm-fixed-price purchase order to Carnegie Mellon University, 5000 Forbes Avenue, Pittsburgh, PA 12213-3815, to evaluate and train in the utility of T-cube Web Interface as the PulseNet Web Portal. Carnegie Mellon University developed the software for this new web portal as part of the United States Department of Agriculture (USDA) Public Health Information System (PHIS) and therefore has the specialized knowledge required to provide this training and evaluation of the T-cube Web Interface in supporting CDC PulseNet Salmonella Investigations. This collaboration will offer web portal training to PulseNet laboratory participants and foodborne epidemiologists at CDC and in the states. This training will allow the members of the PulseNet national subtyping network the opportunity to become familiar with the new web-portal that will provide the Public Health community with real-time access to PFGE subtyping data in the PulseNet database (including the names of the PFGE patterns). The collaboration will also enable an evaluation of the functionality of this new web portal in providing the public health community with a powerful tool to generate line lists for outbreaks containing useful information such as age, sex and geographical distributions of clinical cases, and pattern histories. Other functionalities that will be evaluated include, but are not limited to, the ability of this tool to create interactive maps showing the geographic distribution of clinical cases and associated food regulatory information over time and to detect clusters that may represent outbreaks and their potential sources in the non-human part of the database through the use of semi-automatic algorithms. This contract action is for services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 13.106-1(b) and 10 U.S.C. 2304(c)(1). Interested persons may identify their interest and capability to respond to the requirement. This notice of intent is not a request for competitive quotations; however, all responses received within five (5) days of the issuance of this notice will be considered by the government. A determination by the government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
