- Wage Determination WD05-2053 Rev 16 SOW DirecTV DirecTV 1449 This is a combined synopsis/solicitation for commercial service prepared in accordance with FAR 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation is being issued and attached to this solicitation, Standard Form (SF) 1449, Solicitation Number FA4664-14-R-0005 which is issued as a Request for Proposal (RFP). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-43, effective August 2010. This RFP is issued as a 100% small business set-aside and fixed-price with economic price adjustment acquisition. The applicable North American Industry Classification System (NAICS) code is 515210 with a small business size standard of $35.5 million. The contractor shall provide all personnel, transportation, equipment, tools, parts, materials, supervision and other items or services necessary to provide DirecTV cable television (CATV) programming services to an existing Government-owned 40 Channel Head-in system serving 760 drops at March Air Reserve Base (ARB), California, in accordance with the Statement of Work (SOW) which is an attachment to this notice, and shall be made part of any contract award resulting to this solicitation. The Government shall award a contract to the responsible offeror whose offer conforming to this combined synopsis/solicitation will be most advantageous to the Government according to FAR Part 12, Acquisition of Commercial Items and P art 13, Simplified Acquisition Procedures, utilizing the Lowest-Price-Technically-Acceptable (LPTA) source selection process. The following factors shall be used to evaluate the proposals: (1) Technical Acceptability, and (2) Price. Technical acceptability shall be evaluated on an acceptable/not acceptable basis in meeting all of the requirements as listed on the SOW. To be rated technically acceptable, offers may not take any exception to the SOW, and include a technical capability statement addressing how you will meet the requirements of the SOW, including requested copies of required contractor personnel licenses and applicable DirecTV franchise agreement/license. Proposals without these requested supporting documents shall be determined not acceptable, and therefore no longer be considered for further evaluation and contract award. Price evaluation shall be based on the lowest reasonable, balanced, and overall total evaluated price offered in the proposal. The period of performance is for a total of 5 years to include one (1) base year, plus four (4) 12-month options estimated to be from 01Oct2014 through 30Sep2019 if all options are exercised. Proposed prices shall include itemized pricing for each Contract Line Item Number (CLIN) for the 5-year period and must be entered according to the CLIN structure listed on the applicable continuation sheet section of the SF 1149. Complete the rest of the SF 1449 by filling in Blocks 12, 17a, 30a, 30b, 30c. Add all CLIN amounts and enter your overall total offered price in Block 26 (this is not for award but for solicitation purposes only). Proposed prices shall be fixed-price for each of the base and option years, subject to economic price adjustments based on increases or decreases in published or otherwise established and regulated DirecTV franchise prices. The government reserves the option to increase or decrease the number of cable drops as necessary for the convenience of the government. All interested parties are responsible for monitoring the FedBizOpps website at http://www.fedbizopps.gov for status of this combined synopsis/solicitation and any applicable amendments thereto. To be eligible for award under this notice, offerors must be registered with the System for Award Management (SAM) at http://www.sam.gov/portal/public/SAM/. It is the offerors' responsibility to be familiar with the applicable provisions and clauses which are incorporated in the solicitation, SF 1449. Brand Name Requirement Justification - DirecTV: March Air Reserve Base has a Government-owned satellite television system that was installed on base in 2002. Commercial DirecTV brand digital satellite receivers and programming services were also purchased at that time to go along with the base satellite system. These digital receivers are designed to receive only DirecTV programming services. No other satellite programming services are compatible with these digital satellite receivers, and it will not be cost effective to discard the functional DirecTV receivers and purchase new receivers if service is performed by a non-DirecTV vendor. DirecTV programming service is an item peculiar only to one manufacturer. DirecTV programming is currently essential to the Government's requirements, and market research indicates other products lacking the particular feature of DirecTV do not meet, or cannot be economically modified to meet, the agency's needs.
