Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation and a separate written solicitation will not be issued. This solicitation number is NICHD-14-055 and is issued as a Request for Quotation (RFQ). The solicitation/contract will include all applicable provisions and clauses in effect through Federal Acquisition Circular 2005-75. The North American Industry Classification (NAICS) Code is 325413 and the business size standard is 500 employees. However, this solicitation is not set aside for small business. This acquisition is being conducted using Simplified Acquisition Procedures in accordance with FAR Part 13. Eunice Kennedy Shriver National Institute of Child Health and Human Development (NICHD) intends to contract on a sole source basis with Meso Scale Discovery (MSD), 1601 Research Boulevard - Rockville, MD 20850 to procure the following: 1.CAT NO.: K15054G-4 -Human Cytokine 30-Plex Kit (25 Plate) V-PLEX TM Plus - Quantity (2) EA 2.CAT NO.: K15054G-2 - human Cytokine 30-Plex Kit (5 Plate) V-PLEX TM Plus -Quantity (1) EA 3.Shipping and Handling - Quantity (1) Charge The lab at the NICHD will be performing multiplex immunoassays to measure 29 important cytokines and chemokines in a large number of blood samples. The V-PLEX multiplex immunoassay kit recently developed by MSD for measurement of these target factors provides exceptional sensitivity, simple protocols, reproducible results and guaranteed lot-to-lot consistency. The lab has used the kit multiple times due to its validations for blood samples and obtained excellent data. In order to get consistent results we now need to procure 55 V-PLEX kits to run enough samples for our current project and achieve our research goals. MSD utilizes electrochemiluminescence (ECL) to detect binding events on patterned arrays. ECL detection utilizes proprietary SULFO-TAG TM labels that emit light upon electrochemical stimulation initiated at the electrode surfaces of MULTI-ARRY® microplates through biomolecular interactions between the analyte and labeled reporter at the surface. V-PLEX products are only consumables available with MULTI-ARRAY technology that are capable of running on the MSD platform. No other technologies enable multiplexed measurement using ECL for detection, nor are there any other suppliers (to the labs knowledge) that provide an ECL detection system that does not rely on beads or flow cells. V-PLEX products are unique in their unsurpassed performance and quality as outlined: •Proprietary technology •Developed under rigorous design control and fully validated in multiple matrices according to fit-for-purpose principles and the FDA's analytical validation guidelines •Kits use qualified reagents and each calibrator lot is anchored to reference standards •Lot-to-lot reproducibility guaranteed with inter-lot bridging to support long term studies and •Optimized panels with proven specificity for high performance and efficient multiplexing V-PLEX products are manufactured and sold solely by MSD, a division of Meso Scale Diagnostics, LLC. V-PLEX products are compatible only with Imager instruments sold by MSD and vice versa. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under authority of the 41 U.S.C. 253(c) (1), FAR 6.302. The offeror must include a completed copy of the provision of FAR Clause 52.212-3, Offeror Representations and Certifications - Commercial Items with its offer. The provisions of FAR Clause 52.212-1 Instructions to Offerors - Commercial Items; FAR Clause 52.212-2, Evaluation - Commercial Items; FAR Clause 52.212-4, Contract Terms and Conditions - Commercial Items; and FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items - Deviation for Simplified Acquisitions applies to this acquisition. The offeror must include their Dun & Bradstreet Number (DUNS), the Taxpayer Identification Number (TIN), and the certification of business size. Offers must also be accompanied by descriptive literature, delivery timeframe, warranties and/or other information that demonstrates that the offer meets all of the foregoing requirements. Quotations will be ten (10) calendar days from the publication date of this synopsis or by July 24, 2014 by noon (12:00pm) EST. via email or postal mail.
