JOFOC BEP-MCM-2014- 111178 AppleCare OS Support - This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation is issued as a Request for Quotation (RFQ). All quotes must be submitted via email to Mary.C.McKay@irs.gov by 09:00AM EST on 07/30/2014. All questions must be submitted via email to Mary.C.McKay@irs.gov by 09:00AM EST on 07/23/2014. This solicitation is a total small business set-aside. The applicable NAICS code for this requirement is 423430 - Computer and Computer Peripheral Equipment and Software Merchant Wholesalers with a small business size standard of 500 employees. Only quotes from offerors that qualify as small business concerns will be considered for award. This competition is limited to Brand Name AppleCare OS Support products only. The Brand Name Justification is provided in Attachment A. The IRS Office of BEP Acquisition is requesting quotes for AppleCare OS Support - Preferred, One License, Part Number D5690ZM/A. The period of performance for this requirement is 09/09/2014 - 09/10/2015. Quotes shall not be larger than 4mb in size. All offerors must submit evidence that they are authorized to sell the Apple products required. Quotes that fail to provide this evidence will not be considered for award. Quotes must provide pricing for all CLINS listed along with total pricing. Quotes that fail to provide all required pricing will not be considered for award. All offerors must include a signed and completed copy of the following clause along with their quote: FAR 52.209-5 "Certification Regarding Responsibility Matters" (Treasury Deviation) Representation by Corporations Regarding an Unpaid Delinquent Tax Liability or a Felony Conviction under Federal Law (FEB 2012) (1) The offeror does [ ] does not [ ] have any unpaid Federal tax liability that has been assessed, for which all judicial and administrative remedies have been exhausted or have lapsed, and that is not being paid in a timely manner pursuant to an agreement with the authority responsible for collecting the tax liability. (End of Clause) FAR 52.212-2 Evaluation-Commercial Items (Jan 1999) (a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation represents the Lowest Price Technically Acceptable (LPTA). A technically acceptable offer contains all information requested in the solicitation. In addition, an offer may be considered unacceptable if a search of PPIRS or FAPIIS reveals negative performance documentation for the offeror. (b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s). (c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award. The following functional performance criteria (36 CFR 1194.31) apply to this contract. _X_ (a) At least one mode of operations and information retrieval that does not require user vision shall be provided, or support for assistive technology used by people who are blind or visually impaired shall be provided. _X_ (b) At least one mode of operation and information retrieval that does not require visual acuity greater than 20/70 shall be provided in audio and enlarged print output working together or independently, or support for assistive technology used by people who are visually impaired shall be provided. _X_ (c) At least one mode of operation and information retrieval that does not require user hearing shall be provided, or support for assistive technology used by people who are deaf or hard of hearing shall be provided. _X_ (d) Where audio information is important for the use of a product, at least one mode of operation and information retrieval shall be provided in an enhanced auditory fashion, or support for assistive hearing devices shall be provided. _X_ (e) At least one mode of operation and information retrieval that does not require speech shall be provided, or support for assistive technology used by people with disabilities shall be provided. _X_ (f) At least one mode of operation and information retrieval that does not require fine motor or simultaneous actions and that is operable with limited reach and strength shall be provided. (End of clause) IR1052.239.9010 Section 508 Services (SEP 2006) All contracts, solicitations, purchase orders, delivery orders and interagency agreements that contain a requirement of services which will result in the delivery of a new or updated electronic and information technology (EIT) item/product must conform to the applicable provisions of the appropriate technical standards in 36 CFR 1194, Subpart B, and functional performance criteria in 36 CFR 1194.31, Subpart C, unless an agency exception to this requirement exists. If the Contracting Officer determines any furnished product or services is not in compliance with the contract, the Contracting Officer will apply the remedies described under FAR 52.246-2, Inspection of Supplies - Fixed Price.
