- THIS IS NOT A SOLICITATION, THIS IS A SOURCES SOUGHT ANNOUNCEMENT ONLY. THE GOVERNMENT IS NOT COMMITTED TO AWARD A CONTRACT, PURSUANT TO THIS ANNOUNCEMENT. NO SOLICITATION PACKAGE IS AVAILABLE AT THIS TIME. BACKGROUND: The U.S. Census Bureau is the primary source of basic statistics about the population and economy of the Nation. These statistics assist the Congress, the Executive Branch of the Federal Government, state and local governments, the general public, and the private sector in the development and evaluation of social and economic activities. The U.S. Census Bureau is seeking information from potential offerors which demonstrates the contractor's ability to provide expert advice and assistance in planning, hosting, and facilitating the intellectual discussion during three separate workshops to examine computational, social-scientific, statistical and informatic challenges to building the next generation of official statistics using Big Data and to lay the foundation for the integration of Big Data into statistical agencies. Big Data offers tremendous promise and new challenges for official statistics. New forms and scales of data can enhance and strengthen official statistics in many ways including improving sample survey estimates; increasing efficiency and lowering costs by continuously adapting survey design and implementation based on response; and helping agencies improve the frequency and timeliness of our data releases. Integrating Big Data and Big Data methodologies within statistical agencies will require both applied research in, and the innovative integration of methods from many disciplines including economics, psychology and other social sciences, machine learning, statistics, informatics, and data privacy. These workshops will provide a foundation for the integration of Big Data into statistical agencies, by convening national experts in diverse fields to examine key challenges for agencies planning to use big data such as automating privacy reviews, or implementing adaptive survey administration. These workshops will produce reports identifying the state-of-the art methodologies, current best practices, fundamental computational challenges, and promising areas for applied research. These reports will serve both to inform big data implementation activities within agencies, and to guide applied research in academia. These workshops will inform the development of a new Big Data Center research center, will lead work on practices to make sense of Big Data and build agency capacity. The contractor shall plan, facilitate, and document three separate one-day conferences on Big Data topics such as: Understanding what dates are available now and in the future, How to use Big Data in Adaptive Survey Processing, and the role of technology in protecting privacy. They will convene leading experts from academics, representatives of industry, and top government officials to discuss Big Data issues. At the end of the conferences, the contractor will deliver a final report to the Census Bureau. REQUIREMENTS: The contractor must demonstrate expertise in information science and the unique ability to facilitate intellectual discussions on the *intersection* of information technology, statistical computation, social science methodology, data management, and information privacy. This cross-cutting set of subject expertise and professional connects works is uniquely fitted to recruiting workshop participants, preparing background materials for the workshops, and producing the evaluative workshop report. The capability statements must include: ● Demonstrated deep social science knowledge (especially economics, sociology, psychology, political science) to needed come up with theoretically and substantively coherent alternative measures from Big Data sources, or use of such sources to enhance current statistical measures; ● Publications on the effectiveness, computational efficiency, computational errors or similar demonstrated expertise in statistical algorithms and/or machine learning algorithms needed to extract actionable information from non-traditional data sources; ● Association with a nationally recognized computer center that is recognized for advances in computational advances in Big Data processing and/or statistical processing needed to address the large scale computing is needed to do this Big Data processing in real time; ● Publications and or demonstrated expertise in the area Information privacy science and association with a nationally recognized data privacy laboratory that focuses on issues of data privacy and Big Data; And... ● Demonstrated expertise in Informatics methodology is required to ensure the quality, versioning, authenticity, provenance and reliability of these new data sources that is expected of the US Census. Key work for each workshop, includes: ● Developing final workshop descriptions and invitation (See Appendix A for draft examples) ● Developing initial background materials for each workshop including use case description, bibliography of background readings, and a background summary ● Identifying leading national experts in science, industry and government ● Developing websites to promote the workshop and to disseminate results ● Convening the workshop including: Registration Hosting Participant support for travel, lodging, and food ● Facilitating the workshop - facilitating intellectual discussion on subject matter, note taking/rapporteurs, collecting and circulating participant position papers and presentations ● Recording minutes of workshop discussions ● Developing a summary report that identifies the state-of-the art methodologies, current best practices, fundamental computational challenges, and areas for applied research ● Disseminating workshop results through the workshop website, social media, and formal publications of a workshop summary in peer-reviewed outlets. Place of Performance: To be determined Capability Statements should include: (1)Demonstrate ability to perform all elements of the requirement as described in the notice. (2) A description of the organizations experience in Big Data Research (3) Educational background and experience of its staff as well as the knowledge of the methods and techniques. (4) Interested contractors shall also provide information on types of approaches that your company deem feasible (5) Provide documentation showing your past experience providing similar services. Responses must include the following: (1) Name and Address of the Organization, (2) Business Size (3) Point of contact with name, title, phone, fax and email, (4) DUNS number, (5) Contractors capability statement addressing the requirements issues listed above, (6) List of references ( organizations to whom services have been previously provided to). All responses must be submitted to rhonda.m.talbert@census.gov NO LATER THAN 2:00 p.m. on July 22, 2014. THIS IS A REQUEST FOR INFORMATION (RFI) FOR MARKET RESEARCH AND PLANNING PURPOSES ONLY AND IS NOT TO BE CONSTRUED AS A COMMITMENT BY THE GOVERNMENT. THIS IS NOT A SOLICITATION ANNOUNCEMENT AND NO CONTRACT WILL BE AWARDED FROM THIS ANNOUNCEMENT. NO REIMBURSEMENT WILL BE MADE FOR ANY COSTS ASSOCIATED WITH PROVIDING INFORMATION IN RESPONSE TO THIS ANNOUNCEMENT AND ANY FOLLOW-UP INFORMATION REQUESTS. ALL INFORMATION SUBMITTED IN RESPONSE TO THIS ANNOUNCEMENT MUST BE RECEIVED ON OR BEFORE THE CLOSING DATE. RESPONSES TO THIS RFI WILL NOT BE RETURNED. RESPONDENTS WILL NOT BE NOTIFIED OF THE RESULTS OF THE REVIEW.
