Description
This is a combined synopsis/solicitation for commercial service prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation and quotes are being requested. A written solicitation will not be issued. The solicitation number is VA248-14-Q-1455 and is issued as a Request for Quote (RFQ), unless otherwise indicated herein. The associated North American Industrial Classification System (NAICS) code for this procurement is 561621 with a small business size standard of $19M. This solicitation starts 07/15/2014 and will end 07/21/2014 at 16:00 pm EST. This solicitation is an Exact Match and is set aside for 100% small business. The Department of Veterans Affairs Bay Pines Healthcare system, hereafter referred to as BPHCS, 10,000 Bay Pines Blvd St. Petersburg, FL requires technical and professional services for "Upgrading the current Lenel Security System at the Lee County Healthcare Center, 2489 Diplomat Parkway East, Cape Coral, FL 33909. This is a Firm Fixed Price contract with a Period of Performance: 30 July 2014 - 1Nov 2014. SCOPE OF WORK: The contractor shall provide all labor, equipment, hardware, software, testing, training, licenses and other services as required to complete the following: Intrusion Detection System: "Provide and install equipment necessary to make all existing I.D.S. network capable within existing enclosures and using existing wiring and components. "Status of all I.D.S. alarm zones will be configurable and viewable by customer in the police operations/security room 1B-192. "Configure and test 14 tamper switches that are currently not configured to detect tamper. Should also include correcting Lenel programming for up to 5 miss-programmed IDPS intrusion reporting. MP4, MJPEG, or AVI video capture of one sample for each configuration action type on the system will be provided, if configuration action is performed via a PC. Video Management System: "Bring current controllers up to same level as software. "Place maps of building floor plans in alarm monitoring that shall pop up to indicate an alarm event with location on the monitoring screen. "Identify all access control keypads that are currently not integrated into the system and program to make them fully functional. "Provide and install new video management system equal to or exceeding the specifications of Salient Systems Complete view Pro: o Supports unlimited cameras o Simultaneous record, playback, live view, and export o Single Seat Administration o Multi Server Configuration o Remote Software Update oVideo Client o Alarm Client o Mapping Client o Web Client o CV SpotLight o Smart Search - based on motion in a defined area o Support camera resolutions up to 11 Megapixel o Automated Attendant o Multiple monitor support o Stable Recording Architecture o Dynamic Resolution Scaling o Flexible view configuration o Email alerts o Flexible Motion Detection o Independent frame rate control o Joy Stick control - software or USB o Supported CODEC - MJPEG, Microsoft's MPEG4, ISO MPEG4, H.264 o Open Architecture - Standards based o Royalty Free API "Reuse all existing Pelco cameras. "Reuse all existing workstations, network electronics, wires, cables, and monitors. "Complete all programming, configuration, and 8 hours of end user one site training. MP4, MJPEG, or AVI video capture of one sample for each configuration action type on the system will be provided. "Provide a min. of 16 TB storage or enough for 24/7 motion recording at 7 frames per second for all existing cameras and resolution for a minimum of 30 days storage. "A complete disk image of the fully configured system hard drive will be provided. The image must be demonstrated as fully functional when restored to a new hard drive. Alternatively, RAID configuration, with disk imaging may be used. Mirrored disk must be hot swappable and self-recovering in event the other drive fails. Lenel PIV Enrolment Station: "Provide one Lenel PIV enrolment reader & workstation including installation, UPS, and programming. "CPU specs shall be equal to or greater than Dell OptiPlex 3010 Small Form Factor- Intel Core i3-2120 Processor - 3.3GHz - 3MB; 4GB - NON-ECC - 1600MHz - DDR3 [1 DIMM]; 8X Slim line DVD+/-RW; 250GB SATA II 3.0Gb/s; 7200 rpm hard drive; 1GB AMD RADEON HD 7570 - Dual MON (1 DP & 1 DVI); Windows 7 Professional 64-bit Facial Recognition System: "Provide a facial recognition system / server equal to or greater than 3vr facial video analytic specs and at a min. 1 camera running this video analytic against an internal database. Failure to provide the information in the above paragraph shall result in your quote being determined "non-responsive". The selected Offeror shall comply with the following commercial item terms and conditions, which are incorporated herein by reference: FAR 52.212-1, Instructions to Offerors - Commercial Items, applies to this acquisition; FAR 52.212-3, Offeror Representations and Certifications - Commercial Items - the selected offeror shall submit a completed copy of the listed representations and certifications; FAR 52.212-4, Contract Terms and Conditions - Commercial Items; FAR 52.212-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders-Commercial Items. Offerors shall meet the Evaluation Criteria identified in the Statement of Work (SOW). 52.212-2, Evaluations-Commercial Items, with addenda: paragraph (a) is filled in with: 1. Technical - Exact match to or exceed requirements with 100% compatibility to the current Lenel System without changes to the current configuration or infrastructure. 2. Past Performance 3. Price Technical and past performance is significantly more important than price. Any sub-factors rated as unacceptable shall be reason for proposals to be rejected.
