- INTRODUCTION This is a Small Business Sources Sought (SBSS) notice. This is NOT a solicitation, request for proposals (RFP), proposal abstracts, nor a request for quotations (RFQ). The purpose of this notice is to obtain information regarding the availability and capability of all qualified sources that includes: (1) small business sources; (2) HubZone small businesses; (3) service-disabled small businesses; (4) veteran-owned small businesses; (5) 8(a) small businesses; (6) veteran-owned small businesses; (7) woman-owned small businesses; (8) small disadvantaged businesses; and (9) private contractors and consultants, who can perform the requirements of the size classification relative to the North American Industry Classification System (NAICS) code specified. This notice is issued to help determine the availability of qualified small business companies technically capable of achieving the essential government features of this requirement stated in this notice and to determine the method of acquisition. It is not to be construed as a commitment by the Government to issue a solicitation or ultimately award a contract. Responses will not be considered as proposals or quotes. No award will be made as a result of this notice. The Government will NOT be responsible for any costs incurred by the respondents to this notice. The notice is strictly for research and information purposes only. The information requested will assist the Government in determining the appropriate acquisition method, including whether a small business social-economic set-aside, competitive or non-competitive method is possible, and to determine the availability of qualified companies technically capable of meeting the Government's requirement. ALL organizations with the capability and availability to perform the requirement under the applicable NAICS code are invited to submit a response to this notice. NORTH AMERICAN CLASSIFICATION SYSTEM (NAICS) CODE The NAICS code applicable to this requirement is 334516-Analytical Laboratory Instrument Manufacturing with associated small business size standard 500 employees. BACKGROUND The National Institute on Aging (NIA), one of the 27 Institutes and Centers of NIH, leads a broad scientific effort to understand the nature of aging and to extend the healthy, active years of life. The Intramural Research Program (IRP) in the National Institute on Aging (NIA) is comprised of nine scientific laboratories, the Translational Gerontology Branch, and ten core facilities. The research program has three main focus areas: Neuroscience, Aging Biology and Translational Gerontology. IRP scientists conduct research in many different disciplines that range from basic science to clinical research and epidemiology. Medical problems, which typically affect older persons, are studied in depth using the tools of modern laboratory and clinical research, with a translational perspective. The central focus of our research is understanding age-related changes in physiology and the ability to adapt to environmental stress. This understanding is then applied to developing insight about the pathophysiology of age-related diseases. The program seeks to understand the changes associated with healthy aging and to define the criteria for evaluating when changes should be considered pathologic and require treatment. Thus, in addition to study common age-related diseases, such as Alzheimer's Disease, Parkinson's Disease, stroke, atherosclerosis, osteoarthritis, diabetes and cancer,, we also explore the determinants of healthy aging as possible targets for interventions aimed at improving health and quality of life in the older population at large. PURPOSE AND OBJECTIVES The IRP at the NIA has a potential requirement for an instrument that can measure real-time muscle tissue blood flow using contrast enhanced micro bubble ultrasound technology in Peripheral artery disease models in Monkeys. The essential government feature that this potential requirement needs to achieve is an instrument with the ability to use ultrasound to measure skeletol muscle blood flow for this purpose. The objective of this requirement is to study the effect of exercise on the development of peripheral artery desease in monkeys in the IRP at NIA. All deliveries must be made FOB destination to the NIH Animal Center located in Dickerson, MD 20842. CAPABILITY STATEMENT / INFORMATION SOUGHT Interested parties are expected to review this notice to familiarize itself with the requirements of this project. Failure to do so will be at your firm's own risk. Respondents must provide, as part of their responses, clear and convincing documentation of their capability of providing the supplies specified in this notice, which may include published manuscrpts, previous government or commercial contracts or purchase or delivery orders. The specific function or technology for measuring tissue blood flow for the purposes described in this announcement must be clearly identified and articulated in any response to this sources sought notice. Respondents must clearly indicate ability to achieve the essential government feartures of subject supply in this announcement. Respondents may provide a general overview of the respondents' opinions about the difficulty and /or feasibility of the potential requirement, and any information regarding innovative ideas or concepts. Also, information must be provided in sufficient details of the respondents' (a) staff expertise, including their availability, experience, and formal and other training; (b) current in-house capability and capacity to perform the work; (c) prior completed projects of similar nature; (d) corporate experience and management capability; and (e) examples of prior completed Government contracts, references, and other related information. The respondent must also provide their DUNS number, organization name, address, point of contact, and size and type of business (e.g., 8(a), HubZone, etc.) pursuant to the applicable NAICS code and any other information that may be helpful in developing or finalizing the acquisition requirements. All responses to this sources sought notice must reference the applicable solicitation number and be submitted electronically (via email) to Hunter Tjugum, Contract Specialist, at hunter.tjugum@nih.gov and NIDASSSAPurchaseRequ@mail.nih.gov, on or before the closing date specified in this announcement. The response must be in Microsoft Word or Adobe PDF format using 11-point or 12-point font, 8-1/2" x 11" paper size, with 1" top, bottom, left and right margins, and with single or double spacing.
