- Invasive Asian Carp Monitoring Equipment Consumable Supplies NOTICE: THIS IS A SOLE SOURCE PROCUREMENT, NOT AN RFQ. The intent of this notice is to inform the vendor community of USFWSs proposed contract action. This proposed procurement is for items which the government intends to solicit and negotiate with only one source under the authority of FAR 8.405-6(b)(1). This notice of intent is not a request for competitive quotes. However, interested parties may identify their interest and capability to respond to the requirement no later than July 18, 2014 8:00 am CST. A determination by the Government not to compete this proposed contract based on responses to this notice is solely within the discretion of the Contracting Officer. The US Fish & Wildlife Service intends to award a sole source contract to Life Technologies based on FAR 6.302.1 Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. The purpose of this procurement is to provide the necessary consumable items (TaqMan environmental master mix 2.0), required for the Whitney Genetics lab to analyze eDNA monitoring samples to carry out our mission duties, for an entire sampling season. This extraction kit is required to be used in our SOP. We cannot stockpile kits due to short shelf-life expiration dates, and since data collected with these kits could end up in litigation, we must be able to use kits that are not expired. These items are for meeting requirements for confirming positive detections of carp DNA in environmental samples as outlined in the Quality Assurance Project Plan (QAPP) for the Environmental DNA (eDNA) Monitoring of Invasive Asian Carp in the Chicago Area Waterway System (CAWS). The QAPP outlines detailed procedures for the planning, collection, filtering, processing, and reporting of the eDNA samples.
