- DO NOT CONTACT POSTER. FOR ALL INFORMATION CONTACT: Ira Weiner, 443-395-6990 This is a SOURCES SOUGHT MARKET SURVEY. THERE IS NO SOLICITATION AVAILABLE AT THIS TIME. REQUESTS FOR A SOLICITATION WILL NOT RECEIVE A RESPONSE. Any information submitted by respondents to this synopsis is strictly voluntary. This market survey does not constitute a Request for Proposals (RFP) or a request for sealed bids (IFB), nor does its issuance restrict the Government as to its ultimate acquisition approach. The Government will neither award a contract solely on the basis of this notice, nor pay respondents for any information that they submit in response to this Sources Sought request. The United States Army CECOM LCMC is conducting this sources sought market survey to determine price and availability (P&A) from potential sources capable of fulfilling a Foreign Military Sales (FMS) requirement as follows. The Iraqi Ministry of Defense (MoD) currently maintains a network in support of its logistics operations. The scope of work is for performance in Iraq for a site survey, VSAT equipment, VSAT managed services, aggregate bandwidth and VSAT operations and maintenance services. For purposes of pricing, the Rough order of Magnitude (ROM) should reflect the cost of performing the scope in Iraq, to include life support and security. All responses must reflect contractor provided transportation and shipping. Responses must include price, availability, lead times and the schedule stated in months after contract award for each identified task. P&A responses should not be bundled with a bottom-line figure. ROM values must be broken down into equipment or services. All P&A should be itemized according to the following categories: 1.Provide a ROM for a site survey for up to 10 locations in Iraq to evaluate reliability of the fiber circuits, to document distances between sites and local exchanges and to document the condition of the communications equipment at each location. This scope requires the contractor to provide recommendations on general specifications for voice, video, data software, screen displays and all necessary cables. The recommendations will be used to develop future requirements to upgrade/retrofit the network. The deliverable will be a report. Indicate the duration it will take to complete the site survey. 2.Provide a ROM for a 1.8m VSAT with modem, BUC, LNB and all necessary cables, quantity 8 3.Provide a ROM for a 2.4m VSAT with modem, BUC, LNB and all necessary cables, quantity 2 4.Provide a ROM for a 24 port Fast Ethernet switch, quantity 10 5.Provide a ROM for one year worth VSAT spare parts used for performing operations and maintenance for ten VSAT locations 6.Provide a ROM for VSAT Installation services to ten locations in Iraq to include acquiring the satellite and connecting network equipment on each site. Indicate the duration it will take to complete all ten site installations. 7.Provide a ROM regardless of location in Iraq, for all related labor and service costs in providing satellite, hub, teleport and management and control services for dedicated aggregate TDMA bandwidth of 6,144kbps broken down as follows: Eight increments of 512kbps duplex, 2 increments of 1024 kbps duplex. This scope also includes providing a package of 6 IPs, quantity of ten. Period of performance is 12 months. Provide ROM for 1 month and show extended cost for 12 months. 8.Provide a ROM for VSAT operations and maintenance in Iraq that includes all necessary transportation, security and labor costs to maintain the ten VSAT sites locations and configurations installed under this scope of work. Provide ROM for 1 month and show extended cost for 12 months. Respond with ROM values in a standard Excel table format with each requirement listed in a row, and the ROM and lead times each listed in a column. Requirements summary is as follows: 1.
