- Justification and Approval for Other Than Full and Open Competition Statement of Work Combined Synopsis/Solicitation Programmable Vacuum/Pressure Furnace This solicitation is issued as a request for quote, reference number HQ0727-14-R-0019. The government intends to issue a firm fixed-price purchase order for supplies. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-75. Project Summary: The furnace in the Package Assembly Substrate (PAS) lab is over 15 years old and has reached its end of life support by the manufacturer. Replacement parts for this furnace are no longer being manufactured and have become obsolete and/or unavailable. If the furnace fails and no replacement components are available, there is a high risk of not meeting production requirements. A new furnace will allow the PAS Lab to assure its mission capabilities are maintained by fulfilling its customers' requirements. Under this contract, the contractor shall supply an SSTI Model 3130 Programmable Vacuum/Pressure Furnace System and related optional items as described in the attached SOW. Delivery Date: Within 10 weeks of award Delivery Location: Defense Microelectronics Activity Attn: Mohammad Arshad, MEBC 4234 54th Street McClellan, CA 95652 Acceptance: FOB Destination Set Aside: This contract is expected to be issued on a sole-source basis; this procurement is not a set-aside. The NAICS code is 333994 with a size standard of 500 employees. Sole Source Authority: FAR 6.302-1 Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency requirements, Justification and Approval for Other Than Full and Open Competition attached. All responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the government. Prospective Awardee: The government intends to award to SST International, a small business from Downey, CA. Representations and Certifications: All prospective offerors are encouraged to register in the System for Award Management (SAM, www.SAM.gov). In order to be eligible for contract award, SAM registration is required.
