- Attachment Number Two - Invoicing Instructions Attachment Number One - Statement of Work Solicitation THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION AND A SEPARATE SOLICITATION WILL NOT BE ISSUED. This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The Solicitation Number for this acquisition is HHS-NIH-NIDA-(SSSA)-14-453 and is being issued as a Request for Proposal (RFP). The solicitation documents and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-74 effective July 1, 2014. This acquisition is unrestricted. The North American Industry Classification System (NAICS) Code for this procurement is 541990 and the Small Business Size Standard is 14 million dollars; Other Scientific and Technical Consulting Services. STATEMENT OF OBJECTIVES The short-term goals of these forums will be to provide grantees a venue to present, meet, and network with leading neuroscience investors and pharmaceutical industry representatives. The long-term goal is to form partnerships between grantees and those who can provide development and commercialization support of their technologies. STATEMENT OF WORK With the goal of enabling grantees to find partnerships, NINDS will select promising technologies from the grantee pool, help grantees with their business proposals, and secure them the opportunity to present at 2-5 conferences (chosen by NINDS) such as the Biotech showcase in Jan. 2015 in San Francisco, the Neurotech Investing and Partnering Conference in the spring of 2015 in San Francisco, the Redefining Early Stage Investments Conference in the spring of 2015, the BIO 2015 meeting in the summer of 2015 in Philadelphia. The efforts leading up to the forum will also provide the opportunity to receive mentorship from veteran investment professionals on how to prepare a business presentation. The participants will present on the day of the forum; receive feedback from investment leaders in the field to help improve their projects; and network with other investigators and potential partners. Upon leaving the forum, participating grantees will not only have made networking connections and learned valuable information, but will have a draft business plan in hand to facilitate their moving forward in a practical and meaningful way. Specific Tasks The following is a list of tasks to be performed by the contractor for up to 25 grantee trainings. We anticipate sending grantees to present at one or more meetings throughout the year. Task One: Conduct grantee review and selection process including but not limited to: • Assist with outreach to NINDS/NIH grantees, recruitment of applicants, applicant communications and messaging • Develop application materials • Coordinate applicant screening process (about 200 applicants) • Recruit and confirm industry screeners and match applicants to appropriate screeners • Convene and facilitate grantee selection activities • Recruit relevant industry mentors for grantees and manage mentoring of grantees by industry mentors • Coordinate final reviewer screening calls • Conduct final presenter selection • Provide final summary documents Task Two: Meeting planning and administration • Leading planning calls and assisting with logistics and all aspects of advance event planning • Managing meeting schedule • Drafting and distribution of meeting minutes • Management of project tracker, setting timelines, deliverables and task reminders • Management of document sharing and version control via online shared folders • Arrange for and purchase grantee travel and hotel accommodations. All travel will be domestic and hotel accommodations cannot exceed federal per deim rates. The contractor is responsible for following all government travel rules and regulations. Task Three: Marketing the event to potential attendees, including but not limited to outreach to investors & inviting targeted investors. This is including but not limited to: • Create and implement marketing plan • Develop and distribute meeting invitations • Perform E-mail marketing • Securing industry collaborators that will market event to their community • Leverage network for optimal attendance • Assist with the creation and distribution of online and offline marketing materials • Create and implement a social media strategy Task Four: Mentoring NINDS grantees: helping them refine their presentation content. This will entail recruiting at mentors from Offeror's network and ongoing management of mentoring process and progress. Mentor will work one-on-one with grantee to hone their (10-15 min) business presentation. This may include but is not limited to the following considerations: • Identify investors, potential partners (e.g. pharmaceutical companies), and other stakeholders and develop a communication strategy • Work closely with the grantee to develop a presentation targeting investors, potential partners, and other stakeholders • Provide personalized training on communicating with investors, potential partners, and other stakeholders, including how to successfully present at an investor conferences. • Provide expert input in design and content of presentations • Provide logistics and venue for mock presentations and rehearsals as part of the meeting preparation The following attachments are provided to assist you in preparing your proposal responding to this solicitation.
