- This Sources Sought Notice is for informational and planning purposes only and shall not be construed as a solicitation or as an obligation or commitment by the Government. This notice is intended strictly for market research. This is a Small Business Sources Sought Notice. This is NOT a solicitation for proposals, proposal abstracts, or quotations. The purpose of this notice is to obtain information regarding: (1) the availability and capability of qualified small business sources; (2) whether they are small businesses; HUBZone small businesses; service- disabled, veteran-owned small businesses; 8(a) small businesses; veteran-owned small businesses; woman-owned small businesses; or small disadvantaged businesses; and (3) their size classification relative to the North American Industry Classification System (NAICS) code for the proposed acquisition. Your responses to the information requested will assist the Government in determining the appropriate acquisition method, including whether a set-aside is possible. An organization that is not considered a small business under the applicable NAICS code should not submit a response to this notice. BACKGROUND The Exhibition Program at the National Library of Medicine conducts original scholarly research and asset research as it relates to its exhibitions at the National Library of Medicine. These exhibitions are based on the Library's collection and loaned artifacts and cover a wide range of topics related to the social and cultural history of science, medicine, and technology. Projects produced by the Exhibition Program are lively and informative while enhancing the public and scholarly awareness and appreciation of the National Library of Medicine's collections. The Exhibition Program promotes public education about science, medicine, and history through its creation of exhibitions and broadens the Library's audience by traveling those exhibitions to institutions around the country. As part of current and future traveling exhibitions, the Exhibition Program will require customer service and logistical support. OBJECTIVES The traveling exhibition coordinator will work closely with the Exhibition Registrar/Manager of Traveling Exhibitions to adapt and create supporting materials for traveling exhibitions, contact potential host venues to assess interest, create and manage tour schedules, arrange for transportation, troubleshoot, and provide customer service. PROJECT REQUIREMENTS The traveling exhibition coordinator shall provide all services related to providing comprehensive customer service and logistical assistance for the Exhibition Program's traveling exhibitions. These tasks will be conducted on-site at the National Library of Medicine a minimum of two days a week for eight hours per day under the supervision of the Exhibition Registrar/Manager of Traveling Exhibitions. Individual will be responsible for maintaining written and phone communication with potential host institutions and confirmed bookings regarding all aspects of traveling exhibitions. These responsibilities include assessing interest in hosting the traveling exhibition; confirmation of bookings and shipping; and tour schedule maintenance; exhibition installation support and troubleshooting; compiling and distributing exhibition information packets, press release descriptions, and promotional images; maintaining exhibition surveys and other documents related to each host institution; summarizing program activities on a quarterly basis in a report. Documentation and reports will be prepared so as to conform to Section 508 accessibility requirements (1194.41). Common application checklists are available at http://www.hhs.gov/web/508/accessiblefiles/checklists.html PERSONNEL REQUIREMENTS The candidate should have a minimum of 5 years of experience working with museum exhibits with some museum registration experience including working with and maintaining exhibit contracts and documents, organizing shipping, contact with vendors, providing exhibitor support, and establishing and maintaining schedules. Experience working with the public and providing "customer" or exhibitor support. Qualifications • Knowledge of museum registration and practices including contracts and forms; exhibition checklists and databases; management of lists and documentation • Understanding of museum exhibit development and installation • Knowledge of and experience with visitor and customer service • Excellent organization skills • Excellent communication skills, both verbal and written Past Experience • Work with museum registrars or exhibitions department • Maintaining schedules and documents related to projects • Work with the public or providing customer service • Experience completing and compiling documents and reports • Experience with project-specific websites ANTICIPATED PERIOD OF PERFORMANCE The period of performance shall be for a base period of up to five months and one twelve month option year period. The period of performance shall begin around late August 2014. OTHER IMPORTANT CONSIDERATIONS The proposed acquisition will be procured in accordance with the policies and procedures under FAR 13-Simplified Acquisition Procedures. All responsible sources may submit a capability statement which will be considered by the National Library of Medicine. This Sources Sought Notice is not a Request for Quotations (RFQ), nor is an RFQ available. Interested firms responding to this Sources Sought Notice must provide a capability statement that displays the following: (a) Microsoft Word or PDF file in 12 point font (b) DUNS number, organization name, address, point of contact, and size and type of business (e.g., 8(a), HUBZone, etc) pursuant to the applicable NAICS code) (c) Technical and administrative points of contact, including names, titles, addresses, telephone and fax numbers, and e-mail addresses (d) Staff expertise, including their availability, experience, and formal and other training; (e) Current in-house capability and capacity to perform the work; (f) Prior completed projects of similar nature; (g) Corporate experience and management capability; and (h) Examples of prior completed Government contracts, references, and other related information; The capability statement should contain enough sufficient detail for the Government to make an informed decision regarding your capabilities; however, the statement should not exceed 3 pages (excluding attachments.) All capability statements must be submitted electronically no later than 11:00am eastern time on Wednesday, July 30, 2014 to Maryann Carroll, at maryann.carroll@nih.gov. The Government reserves the right to use information provided by respondents for any purpose deemed necessary and legally appropriate. Any organization responding to this notice should ensure that its response is complete and sufficiently detailed to allow the Government to determine the organization's qualifications to perform the work. Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received or provide feedback to respondents with respect to any information submitted. After a review of the responses received, a pre-solicitation synopsis and solicitation may be published in Federal Business Opportunities. However, responses to this notice will not be considered adequate responses to a solicitation.
