Description
State of Work (SOW) - Medicine in the Americas Cataloging Project This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6 Streamline Procedures for Evaluation and Solicitation for Commercial Items, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation WILL NOT be issued. This solicitation is being issued as a Request for Proposals (RFP) NIHLM2014219-UHP. The resultant contract will be a Labor Hour. The solicitation document and incorporated provisions and clauses are those in effect through July 2014 Federal Acquisition Regulation revision, which includes the consolidation of all Federal Acquisition Circulars 2005-74. This acquisition is a 100% small business set-aside and the North American Industry Classification System (NAICS) code is 519120, Libraries and Archives Services. The National Library of Medicine (NLM) intends to procure the on-site services of a professional cataloger to upgrade monographic cataloging records to full-level national standards, including assigning a full complement of MeSH. The cataloger shall also create separate bibliographic records for titles cataloged on multiple-edition records in Voyager. Bibliographic records shall also be created for all bound-together titles or editions without separate records in Voyager. The cataloger shall ensure that bound-together titles are properly linked in Voyager to facilitate the proper circulation of the physical volumes. It is anticipated that ONE AWARD will be made from this solicitation. This requirement is for a 9-month base period will begin on or about September 2, 2014 through June 1, 2015 with options for two (2) successive one year periods; at a not to exceed level of 1500 labor hours per 12-month period. TECHNICAL EVALUATION FACTORS Technical factors are of paramount consideration in the award of the contract; however, price is also important to the overall award decision. All evaluation factors other than price, when combined, are significantly more important than price. The Government can make tradeoffs among price and technical factors in determining which Offeror offers the best value by awarding to other than the lowest price Offeror or other than the highest technically rated Offeror. Offerors are advised that award will be made to that Offeror whose proposal provides the best overall value to the Government. TECHNICAL EVALUATION CRITERIA In determining which proposal represents the best value and results in the lowest overall price alternative (considering price, special features, administrative costs, etc.) to meet the Government's needs, the Government shall evaluate proposals using the following technical evaluation criteria, which are listed in the order of relative importance with weights assigned for evaluation processes: FACTOR WEIGHT Criterion 1: Experience of Personnel (45%) • Must have a Master of Library Science degree from an ALA-accredited institution and at least 3 years of experience providing original cataloging data according to national standards, including AACR2, LCRIs, RDA, LC-PCC PS, and MARC21. • Must have at least 6 months of experience creating authority records according to RDA, LC-PCC PS, and MARC21. • Must have a demonstrated proficiency in reading English and one other Western European language, preferably French, German, and/or Spanish at college level. • Knowledge of assigning MeSH to 19th century historical materials and the Voyager cataloging module is preferred. • Experience in using the Voyager cataloging module is preferred. Criterion 2: Past Performance (35%) • Offeror should illustrate its reputation for professional excellence in cataloging and cooperative behavior and commitment to customer satisfaction. References, with names of persons with knowledge of offeror's past performance and their current telephone number, should be provided in support of the offeror's past performance. Criterion 3: Management Ability (20%) • Demonstrate ability to upgrade and create monographic cataloging records according to national standards including MARC 21 Format for Bibliographic Data (MARC21), the Anglo American Cataloging Rules (2nd ed., 2002 revision, 2005 update) (AACR2), the Library of Congress Rule Interpretations (LCRIs), Resource Description and Access (RDA), and the Library of Congress-Program for Cooperative Cataloging Policy Statements (LC-PCC PS), and the ability to work well with others. All proposals received by Wednesday, July 30, 2014 at 4:30 P.M. (Eastern Standard Time) will be considered by the National Library of Medicine (NLM). Responses must be in writing, and must include pricing information and meet the criteria requirements. All responses from responsible sources will be considered.
