Description
DARPA-BAA-14-44 WND Phases 2 and 3 The Wireless Network Defense (WND) program is developing and demonstrating new technology to protect the control protocols of wireless networks from the effects of advanced attacks or other forms of compromise. The program focuses on the protocols at the network and medium access control (MAC) layers of the network stack with the goal of protecting those protocols that coordinate among the distributed devices' management of resources such as spectrum, time, and power, and delivery of information. The development of this technology will both improve the robustness of the class of wireless networks that are being procured and fielded in the near future, and also provide a reliable foundation on which to build the next generation of wireless systems. These new defenses will minimize the impact of attacks on network control and will force attacks to be observable and attributable in order to be effective. The program consists of three phases. Phase 1 is underway and due to complete in October 2014. In Phase 1, three technical areas (TA) were pursued: •TA-1: Development of Red Team capabilities, •TA-2: Techniques to estimate the reliability of the information shared by network nodes, including the use of statistical estimators (e.g. Gaussian Mixture Models), invariant-based detectors (both single- and cross-layer), and machine learning (trained detectors); these techniques were used to compute a multi-factor reliability estimate. •TA-3: Techniques that minimize the degradation of network performance in the presence of uncooperative or misbehaving nodes, through either automatic reconfiguration of the network or development and implementation of protocols that are less sensitive to misinformation; these techniques used reliability estimates to adapt the control of the network using new innately robust control mechanisms - approaches explored include trust neighborhoods with locally elected leaders, reliability estimate propagation, and modular protocol componentization and construction. No performers were selected for TA-1 from the Phase 1 BAA. The Red Team function will be provided by an external Government entity in Phases 2 and 3. Going forward in Phase 2, TA-2 and TA-3 will merge into a single effort that will develop a system prototype and laboratory demonstration. Phase 3 will extend the development of Phase 2 into an advanced technology over-the-air field demonstration. This BAA seeks proposals for Phases 2 and 3. Proposers to Phases 2 and 3 are not required to be performers on Phase 1.
