N00164-14-S-NB27 Special Notice Synopsis: The Naval Surface Warfare Center, Crane Division (NSWCCD), through its Energy, Power & Interconnect Technologies (EPIT) Division, is a leading DoD facility supporting all DoD elements and many other Government agencies. Additionally, EPIT collaborates with academia and industry on projects that jointly benefit the partnerships. NSWCCD is interested in the characterization of large scale energy storage arrays and development of test and evaluation capabilities for these arrays. NSWCCD seeks Cooperative Research and Development Agreement (CRADA) partners that possess the expertise, capabilities, facilities, and experience in this area to explore R&D opportunities with EPIT. The specific areas to be explored are as follows: 1. Development of innovative characterization methods and test and evaluation capabilities for large scale energy storage arrays for commercial (grid arrays) and DoD (shipboard and shorebased) application. 2. Exploration of test methods for complex battery management systems, battery safety systems and integrated evaluation of cells in a battery array subject to environmental conditions. 3. Additional phases may include development of a test and evaluation capability for 1 MW and higher arrays and higher capacity charge/discharge rates. 4. NSWCCD may provide items to be utilized during collaboration such as large AGM cell strings (up to 1/5 MW) and an AeroVironment AV-900 Heavy Duty Channel Cycling Station. This synopsis serves as a sources sought for CRADA participants and seeks information from companies capable of providing expertise, capabilities, facilities and experience in any of these fields and applications with respect to a CRADA effort. Any group that believes it has the ability to perform collaboration with NSWCCD in these areas can identify its capabilities by submitting the information to Naval Surface Warfare Center, Crane Division, Science & Technology Division (Code QXN), Attn: Mr. Darrell Hewins, Bldg 2044, 300 Hwy 361, Crane, IN 47522 or darrell.hewins@navy.mil. Responses are requested by close of business July 23, 2014. After reviewing the responses, NSWCCD may request a meeting or teleconference with responding parties to gain further insight into their capabilities. NSWCCD is not obligated to hold these meetings with any or all respondents. If NSWCCD decides to meet with a party, it will only meet with those that responded to this notice. NSWCDD will not reimburse costs for participation in these meetings or teleconferences. NSWCCD reserves the right to enter into CRADA agreements with no, any or all respondents based upon NSWCCD's judgment of the potential success of collaborative efforts. There may be a future acquisition directed to some or all of the capabilities which are the subject or focus of this research and development effort. Therefore NSWC Crane desires to avoid or mitigate unfair competitive advantages being conferred on any potential contractor or offeror as a result of CRADA efforts herein which actually or appear to compromise the integrity of the procurement process. In particular, NSWC Crane seeks to avoid or mitigate (1) -unequal access to information on Government needs and Warfighter evaluations of proprietary systems or improved versions resulting from this CRADA effort; (2) -impaired objectivity arising from CRADA partners' collaborative efforts with Government employees or Warfighters; and (3) -biased ground rules for a possible or potential future acquisition directed to a capability which may be a focus of this CRADA effort. This effort is expected to produce CRADA subject data deliverables which may be used to facilitate a possible follow-on acquisition using a Name Brand or Equal acquisition strategy, which is designed to ensure a fair competition while respecting the proprietary rights and previous investment of potential CRADA partners.
