- Contracting Office Address Department of Health and Human Services, National Institutes of Health, National Cancer Institute, Office of Acquisitions, 9609 Medical Center Drive, Room 1E644, Bethesda, MD 20892, UNITED STATES Description The National Cancer Institute (NCI), Center for Cancer Research, NCI, CCR, Laboratory of Receptor Biology and Gene Expression (LRBGE), High-Throughput Imaging Facility (HiTIF) requests to purchase Automation Integration Packages from PerkinElmer Health Sciences, 710 Bridgeport Avenue, Shelton, CT 06484-4794, USA. This acquisition will be processed in accordance with simplified acquisition procedures as stated in FAR Part 13.106-1(b)(1) and is exempt for the requirements of FAR Part 6. The North American Industry Classification System code is 334516 and the business size standard is 500 employees. Only one award will be made as a result of this solicitation. This will be awarded as a firm fixed price type contract. Delivery shall be within 90 - 120 days after award. It has been determined there are no opportunities to acquire green products or services for this procurement. The NCI High-Throughput Imaging Facility (HiTIF) / Laboratory of Receptor Biology and Gene Expression (LRBGE) requests to purchase an Automation Integration Packages from PerkinElmer Health Sciences for automated microtiter (96-, 384-, 1536-well plate) plate handling for one of its existing PerkinElmer Opera High Content Screening systems (S/N OPERA5020). The automation of this process would allow for efficient automated loading/unloading of microtiter plates (96-, 384-, 1536-well plates) around the clock without the user being present, and allows for sequential placement of multiple users in a queue. Current overnight runs are limited depending on the availability and dedication of the user to manually load and unload the microtiter plates. An automated system would encourage and facilitate users to take advantage of the High Content Screening capability on nights and weekends by providing a walk-away automated system to load/unload microtiter plates on/off the Opera HCS system. PerkinElmer is uniquely qualified to meet the acquisition requirements, based on the fact that this company is the manufacturer of the Opera HCS system, and thus can provide a PerkinElmer robotic arm and software integration with seamless integration. These instruments are highly specialized and sophisticated. The acquisition of the Automation Integration will help HiTIF to address two of the NCI/CCR directives by providing increased access to high content imaging capability to CCR and NIH users by providing a time efficient automated process to obtain image data from multiple screening plates. This notice is not a request for competitive quotation. However, if any interested party especially small businesses, believes it can meet the above requirement, it may submit a capability statement, proposal, or quotation, which shall be considered by the agency. The statement of capabilities and any other information furnished must be in writing and must contain material in sufficient detail to allow NCI to determine if the party can perform the requirement. Capability statements must be received in the contracting office by 11 AM EST, on August 2, 2014. All responses and questions must be in writing and emailed to Kathy Elliott, Contract Specialist via electronic email at Elliottk@mail.nih.gov. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. No collect calls will be accepted. In order to receive an award, contractors must be registered and have valid certification in the Central Contractor Registration (CCR) and the Online Representations and Certifications Applications (ORCA) through sam.gov.
