REQ No: 3454414 Solicitation Number: NHLBI-CSB-(HL)-2014-185-NIR Solicitation Type: Sole Source (Non Competitive) Suggested Source: COMSOL, Inc. Title: COMSOL Multiphysics and LiveLink Floating Network Licenses NAICS / Size Standard: 511210 / $25M INTRODUCTION: THIS IS A PRE-SOLICITATION NON-COMPETITIVE (NOTICE OF INTENT) SYNOPSIS TO AWARD A PURCHASE ORDER WITHOUT PROVIDING FOR FULL OR OPEN COMPETITION. The National Heart, Lung, and Blood Institute (NHLBI), Office of Acquisitions (OA), intends to negotiate and award a firm fixed price purchase order on a noncompetitive sole source basis to COMSOL, Inc., 1 New England Executive Park, Suite 350, Burlington, MA 01803. COMSOL, Inc. is to provide (2) COMSOL floating network licenses and (2) LiveLink for the MATLAB floating network licenses for use with the COMSOL Multiphysics. This acquisition is a follow on requirement to purchase additional software licenses for additional computers. These licenses will allow for additional computational work conducted via COMSOL Mutliphysics. PROCUREMENT: 1) Two (2) COMSOL Multiphysics, Floating Network License (FNL) for one (1) concurrent user. 2) Two (2) LiveLink for MATLAB for use with COMSOL Multiphysics, Floating Network License (FNL) for one (1) concurrent user. 3) Include 12 months subscription, technical support and product upgrades. 4) Estimated Delivery Time: 10 business days after receipt of purchase order. BACKGROUND: COMSOL Multiphysics is a finite element analysis, solver and simulation software package for numeric solution of multiphysics problems in the form of coupled systems of partial differential equations. The software package is cross-platform (Windows, Mac, and Linux). COMSOL Multiphysics also offers an extensive interface to MATLAB for a large variety of programming, pre-processing and post-processing possibilities. JUSTIFICATION: The sole source determination is based on the fact that COMSOL, Inc. is the only provider of the software "COMSOL-Multiphysics" and corresponding modules to the software, including subscription services. The Laboratory of Theoretical Cellular Physics builds novel mathematical models for cell biology problems. These models are formulated as complex coupled systems of partial differential equations (PDE). Each model is highly customized for the specific system of interest, and the corresponding equations usually contain non-standard features. COMSOL Multiphysics offers efficient and effective finite-element solver with unsurpassed extensive customization options in geometric setup, meshing, equation setup, numeric schemes, output selections, etc. No other PDE solver software offer comparable range of options as COMSOL Multiphysics does. REGULATORY AUTHORITY This acquisition is conducted under the authority of the Federal Acquisition Regulations (FAR) Subpart 13.106-1(b) Soliciting from a single source (for purchases not exceeding the simplified acquisition threshold) and only one responsible source and no other supplies or services will satisfy agency requirements. ADDITIONAL INFORMATION Industry Classification (NAICS) Code is 511210, Software Publishers, and the Small Business Size Standard is $25.0M. The acquisition is being conducted under FAR Part 13, Simplified Acquisition Procedures; therefore the requirements of FAR Part 6, Competitive Requirements, are not applicable (FAR Part 6.001). The resultant award will include all applicable provisions and clauses in effect through the Federal Acquisition Circular (FAC) 05-72 (January 30, 2014). This synopsis is not a request for competitive proposals. However, interested parties may identify their interest and capability to respond to this notice. Responses to this notice shall contain sufficient information to establish the interested parties' bona-fide capabilities for fulfilling the requirement and include: unit price, list price, shipping and handling costs, the delivery period after contract award, the prompt payment discount terms, the F.O.B. Point (Destination or Origin), the Dun & Bradstreet Number (DUNS), the Taxpayer Identification Number (TIN), and the certification of business size. All offerors must have an active registration in the System for Award Management (SAM) www.sam.gov. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. The information received will normally be considered solely for the purposes of determining whether to proceed on a non-competitive basis or to conduct a competitive procurement. All responses must be received by July 24, 2014 at 9:00am EST and must reference synopsis number NHLBI-CSB-(HL)-2014-185-NIR. Responses shall be submitted electronically to Nora I.
