Description
This is a pre-solicitation notice announcing that on or about July 31, 2014, the National Park Service, Olympic National Park, intends to issue a Request for Quotation for general construction to re-roof two park houses, an unattached garage, and two campground comfort stations (restroom buildings) located in three different park districts within Olympic National Park, WA. This project is being solicited and awarded as a total (100%) Small Business set-aside in accordance with Federal Acquisition Regulation (FAR) Subpart 19.5. The NAICS code for this solicitation is 238160 with an associated small business size standard of $15 million. The magnitude of construction for this project is between $25,000 and $100,000. A single firm-fixed price construction contract will be awarded as a result of the solicitation. Solicitation number P14PS01789 will be issued as a Request for Quotations, posted to http://www.fbo.gov with a link to retrieve the solicitation form, clauses, scope of work, specifications, and wage rates at http://www.fedconnect.net on or about July 31, 2014 with a response date 30 days thereafter. An organized site visit will not be scheduled since the structures are located in different areas of the park. In the solicitation, the Scope of Work will contain photos of each structure. Offerors are welcome to make a site visit on their own and submit any questions in writing as instructed below. Advance notice of site visits are not necessary. The Christian House and the Staircase A-Frame cabin are currently occupied, and the residents are aware that Offerors will be making site visits. Offerors are encouraged to inspect the site, and to satisfy themselves regarding the conditions that may affect the cost of the products and performance. In no event shall failure to inspect the site constitute grounds for a claim after contract award. LOCATIONS/DIRECTIONS. (1) Christian House and (2) Garage: Located in Grays Harbor County. The physical address for both structures is 904 North Shore Road, Amanda Park, WA 98526. From Highway 101 turn east onto the North Shore Road and continue for approximately 5 miles. Employee housing is on the right (south side of the road) just prior to the NPS Quinault Visitor Center. (3) Staircase Employee Housing A-Frame Cabin: Located in Mason County, 16 miles up Highway 119 from Hoodsport, WA (turn off of Highway 101 onto Highway 119). Continue through the public parking area over the bridge. The A-Frame cabin is one of two housing units. (4) Hoh Campground Comfort Station in Loop A and (5) Comfort Station in Loop B: Located in Clallam County on the western side of the Olympic Peninsula, south of Forks and north of Kalaloch, approximately 16 miles up the Upper Hoh Road east of the junction with Highway 101. A park map is available on-line at the Olympic National Park website. The website address is http://www.nps.gov/olym/index.htm. At the website home page, scroll to the section titled "Tools" and click on "View Park Map." SUMMARY OF WORK. (1) CHRISTIAN HOUSE: Reroofing includes removing the existing cedar shakes and installing a new standing seam metal roof. Project will include new skylight flashings, chimney flue flashing and plumbing vent jacks. Wood gutters will remain. Four new aluminum rainchains will be added to the house gutters in place of downspouts at the four corners. NOTE: The Government will supply the metal roofing material for the residence. Only the metal will be provided. The contractor shall provide all underlayment, fasteners, and accessories. The park had intended to roof the structure with park maintenance crews but have not had time, and the metal is already purchased and needs to be used in this project. (2) CHRISTIAN HOUSE GARAGE: Work consists of removing the existing cedar shakes and installing a new standing seam metal roof on the garage. The wood gutter on the front of the garage will remain. Two new aluminum rainchains will be added to the wood gutter. A new aluminum gutter and downspout will replace the existing gutter and downspout at the rear of the garage. The contractor will provide the metal roofing that visually matches the Government-provided metal roofing for the house. (3) STAIRCASE A-FRAME CABIN: Reroofing includes removing the existing cedar shakes and installing a new standing seam metal roof. The cabin has two skylights and no gutters or downspouts. The project will include new skylight flashings and plumbing vent jacks. (4) HOH CAMPGROUND COMFORT STATION LOOP A: Reroofing includes removing the existing cedar shakes and installing a new standing seam metal roof. This comfort station has two skylights. Project will include new skylight flashings and plumbing vent jacks. NOTE: The Government will supply the metal roofing material for the residence. Only the metal will be provided. PAPER COPIES OF THE SOLICITATION WILL NOT BE ISSUED AND TELEPHONE REQUESTS, EMAIL REQUESTS, OR FAX REQUESTS FOR THE SOLICITATION WILL NOT BE ACCEPTED.
