- Sole Source Justification The Air Force Research Laboratory (AFRL/RQRP) located at 10 East Saturn Blvd., Edwards AFB, CA 93524, intends to award a sole-source contract to Bruker BioSpin Corporation. The contract will provide one year of Full Console Service to the following Bruker Nuclear Magnetic Resonance (NMR) equipment items: 1. DRX 2 Channel 400 with two probe accessories (Part Numbers: Z8248 and Z3182) 2. AV SingleBay 2 Channel 300 3. DPX 2 Channel 300 Full Console Service support shall include all software and operating system upgrades and all other software upgrades related to equipment support components. Service support shall also include preventative maintenance as often as needed in accordance with the original equipment manufacturer's specifications, and at a minimum; one annual preventative maintenance review. Service support shall also provide remedial maintenance to include telephone support for diagnosis of covered equipment malfunctions, supply replacement parts as required, repair REPAIR CENTER SERVICE items, provide material transportation costs, and provide on-site service as required. The anticipated contract will be a Firm-Fixed Price (FFP) Commercial Purchase Order under Federal Acquisition Regulation (FAR) Part 12 - Acquisition of Commercial Items and FAR Part 13 - Simplified Acquisition Procedures. The statutory authority which permits other than full and open competition for this acquisition is 10 United States Code (USC) 2304(c)(1), as implemented by Federal Acquisition Regulation (FAR) 6.302-1(a)(2)(iii)(A). This authority is supported by an approved sole source letter (which is attached to this notice). The anticipated contract award dollar amount is $43,681.30. The anticipated contract start date is 24 July 2014. This notice neither constitutes a Request for Proposal (RFP) or an Invitation for Bid (IFB), nor does it restrict the Government in any way to an ultimate acquisition approach; however, all potential sources are encouraged to provide information on their capabilities to meet this requirement. In order to be considered a potential source, interested parties must submit clear and convincing documentation demonstrating the capabilities to satisfy the requirement specified above and advantages to the Government to consider another source. The documentation shall include prices and descriptive literature containing sufficient technical documentation to establish a bona fide capability to meet this requirement. Only written responses will be considered, oral communications are not acceptable in response to this notice. All responses from responsible sources will be fully considered. As a result of analyzing responses to this synopsis, the contracting officer may determine that a solicitation will be issued. If a solicitation is issued, no additional synopsis will be published. Any such solicitation will be issued to the intended vendor and all vendors that respond to this synopsis. A determination by the Government to compete this requirement based on responses to this notice is solely at the discretion of the Government. If no affirmative written response is received by 1400 PST, 22 July 2014, an award will be pursued with the vendor mentioned above.
