- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Ensure all products meet the requirement according to the MECS. This will be evaluated on lowest price technically accepted (LPTA). Technically Acceptable: The contractor shall provide a quote for the items listed. The items must be identical or technically equal to the items listed in the Minimum Essential Characteristics. Price: The cost is the least important when compared to technically acceptable and past performance. Cost may become the determining factor as proposals are determined to be technically equal. Overview: All the piping and fittings will be used to build Zebra Fish racks. USACEHR's Biomarkers Department at Fort Detrick, MD uses the Zebra Fish for environmental and hazardous chemical testing. Any foreign contaminants that are leached from piping, fittings, or the solvents used to join the piping could potentially compromise research data. Common characteristic for all pipe sizes and fittings required: 1. Completely free of heavy metals, contaminants, toxic chemicals, and trace amounts of chemicals that would normally be pulled from pipe walls into the water. 2. Pipe must be hydrophobic, preventing it from corroding and leaching. 3. Heat fuse able, to ensure all connections do not require solvents to make connections and form 1 solid piece. 4. Piping size Outer Diameters (OD) must be in metric as they will need to be attached to existing metric components. 5. All items are made of polypropylene. There are two items (with the prefix of LF) that are polypro to lead free brass transitions. I have attached a picture of this type of transition fitting. The establish Purchase Order (NAICS) code for this procurement is 326122 with a size standard of 500. There will not be any hard copies of the solicitation be issued by this contracting office. All interested parties can view, download and print a copy of the solicitation, attachments (MECS), and any resulting amendments. View Additional Solicitation on the ASFI website/FedBizOps. In accordance with FARS 13.5, all contractors wishing to do business with the Department of Defense must be registered in the System for Award Management registration (SAM) can be accomplished at the following website: www.sam.gov. There is also a deviation clause available to those vendors unable access SAM on the solicitation and award CLAUSE 52.232- 99, IAW FAR. This procurement is unrestricted. Quotes will be evaluated on a Commercial Firm Fixed Price.
