Description
The Forest Service requires services for Road and Bridge Maintenance and Construction. The Contractor shall provide for all labor, material, supplies, transportation, management, supervision, equipment, and all other necessary items for complete and usable projects, performing all work in complete compliance with all plans, drawings, and specifications issued. The Contractor will be required to perform multi-discipline construction and maintenance work using common trades identified in the Davis Bacon Wage Determination and other trades common to the construction industry or the Service Contract Act Determination. Types of projects/jobs contemplated under this contract may include road repair and construction including native surface, gravel, and paved surfaces; road decommissioning and obliteration; bridge repair and maintenance; retaining wall repair and construction; culvert installation and stream channel restoration for aquatic organism passage; and road maintenance including road reconditioning, road blading, aggregate stabilization, dust abatement, guardrail installation, signing, and brushing. Work shall be accomplished within the administrative areas of the National Forest in the states of Nevada, Utah, and Bridgeport Ranger District in California. Specific project locations shall be identified per individual task order. This requirement is being solicited as a Firm-Fixed Price Request for Proposals. A Multiple Award IDIQ is contemplated. Performance Period will be one base year and four option years. It is intended for proposals be due on Sep 1 2014. The solicitation will be available on approximately August 1, 2014, and may be downloaded from this site at that time. All future information about this acquisition, including amendments, will be distributed solely through this site. Interested parties are responsible for monitoring this site to ensure that they have the most up-to-date information about this acquisition. Vendors are required to be registered in the System for Award Management (SAM) https://www.sam.gov/portal/public/SAM/. All responsible sources may submit a response to this announcement which will be considered by this agency All questions regarding the solicitation, both during the pre-solicitation period and after the posting of the solicitation must be in writing to Contracting Officer, Matt Morris (mamorris@fs.fed.us) and reference the solicitation number and title "Road and Bridge Maintenance and Construction". The Contracting Officer will route the question to the appropriate subject matter expert for clarification or answer. If the answer to a question comes from a source other than the solicitation itself, and if the clarification or answer is something which needs to be known by all offerors, then the Contracting Officer will collect the answers for publication in a solicitation amendment.
