- This notice provides details of an upcoming project prior to advertisement of the solicitation package. The Natural Resources Conservation Service (NRCS) intends to solicit for award of a Firm Fixed Price (FFP) construction contract to enhance wetland functions and restore wetland hydrology on a Wetland Reserve Easement in Gibson County, TN. DESCRIPTION OF WORK: The project will be conducted on specified fields in the easement, and will include work on levees and dikes, and installation of water control structures. Disturbed areas will be sown to native vegetation upon completion of the work. The estimated magnitude of construction is between $100,000 and $500,000. The North American Industrial Classification System Code (NAICS) applicable to this requirement is 237990, with a small business size standard of $33.5 million. This procurement will be solicited as a 100% small business set-aside. Contract duration is estimated at 70 calendar days from Notice to Proceed (NTP). The Invitation for Bids (IFB) will be available in electronic format only and will be posted on the Federal Business Opportunities (FBO) website at http://www.fbo.gov on or about 29 July 2014 with a closing date of 27 August 2014. NOTE: Funds are not currently available for this project. The solicitation will not be released until funds are provided. IT IS THE SOLE RESPONSIBILITY OF THE OFFEROR TO CHECK THE FBO WEBSITE FOR CHANGES. Performance and Payment bonds in the amount of 100% of the awarded bid will be required within 10 days after notice of award. A 20% bid guarantee/bid bond will be required with each submitted bid. In order to receive an award, regardless of dollar value, you must be registered in "System for Award Management" https://www.sam.gov/portal/public/SAM/.
