THE GOVERNMENT RESERVES THE RIGHT TO CANCEL THE SOLICITATION, EITHER BEFORE OR AFTER THE PROPOSAL CLOSING DATE WITH NO OBLIGATION TO THE OFFEROR. FAR CLAUSE 52.232-18, AVAILABILITY OF FUNDS, WILL BE INCORPORATED INTO THE SOLICITATION. TITLE: Design-Build Replace Water Mains Maxwell-Gunter Annex AFB, AL. Department of the Air Force, Air Education and Training Command (AETC), 42d Contracting Squadron, Maxwell AFB, AL 36112 will issue a Solicitation for Replace Water Mains Phase II Maxwell AFB, AL. The contractor shall p erform all design work necessary to accomplish the work indicated in accordance with performance requirements for architect-engineering services, except as modified within the specifications. Provide all plant, labor, equipment, and materials required to complete the project and perform all operations in connection with the project including replacement of all existing water piping, associated pipe fitting, and valves in the area specified in the drawings. Deliver to Maxwell AFB complete project documents, including but not limited to: construction drawings, specifications, design analysis, cost estimates, construction submittal register, drawing list, specification list, bid schedules, product and material technical data sheets, and working sketches. As required by FAR Subpart 36.301, this requirement will be solicited competitively using two-phase design build selection procedures. The proposed solicitation will be set-aside for HUBZone certified firms performing in the North American Industry Classification System (NAICS) Code 237110, Water and Sewer Line and Related Structures Construction, with a size standard of $33,500,000.00. Only HUBZone certified firms that adhere to the industry size standard for NAICS Code 237110 will be considered for award. Award of this contract will be made utilizing competitive best value source selection procedures. A single award Firm-Fixed Price type contract will be awarded. The Government reserves the right to award without discussions. Contractors must be capable of securing bonding for the total proposed amount. The Phase One will address Past Performance and Technical Approach. Phase Two of the solicitation shall be comprised of a written price proposal, which will be evaluated separately. Proposals that have been rated as "Acceptable" in regards to Past Performance and Technical Approach will then be ranked by price. IAW Federal Acquisition Regulation (FAR) 36.204, the estimated magnitude of this project is between $1,000,000.00 and $5,000,000.00. The solicitation is projected to be issued on Federal Business Opportunities (FedBizOpps), https://www.fbo.gov, on or about 30 May 2014. No paper copies of the solicitation, specifications, plans or bidders mailing list will be issued from this office. Telephone requests will not be accepted.
