- The Department of State, Ralph J. Bunche Library intends to issue a Sole Source order with D.C. Houghton Ltd. for WorldECR. Market research was conducted and it has been determined there is only one responsible source for our requirements in accordance with FAR 6.302-1. The product being sought is a group subscription for all EXBS (Export Control and Related Border Security Program) partner countries to a digest version of WorldECR. The Digest WorldECR will be published under EXBS logo on a quarterly basis and will be tailored to EXBS program objectives. Specifically, drawing on regular WorldECR content, the Digest will provide quarterly updates on developments in global trade controls and sanctions, including adoption of new legislation or changes in regulations; updates on significant export enforcement actions, including penalties; perspectives from key industry leaders; and informed discussion of U.S. export control policy. WorldECR is the only international publication dedicated exclusively to global developments in export controls and sanctions. With a focus that covers both dual-use and military exports, and a truly global coverage, WorldECR is a unique and valuable source of timely information for export compliance professionals. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE QUOTES. A determination by the Government not to open the requirement to competition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. No solicitation document is available; parties shall submit information that indicates their ability to satisfy this requirement.
