Description

This is not a request for either a quote or proposal, or an invitation for bid. The intent of this pre-solicitation synopsis is to make notice of a proposed contract action for Repairs to Shore Protection System, Joint Expeditionary Base, Little Creek-Fort Story, Virginia Beach, Virginia. This project will consist of re-nourishment of the beach berm along the JEBLCFS, Fort Story Chesapeake Bay and Atlantic Ocean waterfront. Re-nourishment material is readily available in the offshore borrow areas adjacent to the project area. These areas include the Thimble Shoal Channel and the Atlantic Ocean Channel. NAICS Code: 237990; Annual Size Standard: $33.5M Competition Requirements: Full and Open Competition Procurement Method: Sealed Bidding Type of Contract: Firm Fixed Price Contract completion date: 120 calendar days after award. Total estimated cost for this contract: Between $10,000,000 and $25,000,000. Large business concerns will be required to submit a subcontracting plan prior to award of the contract. Offerors will be required to submit with their offer a bid bond of 20%, but not to exceed $3,000,000. The Invitation for Bids (IFB) will be issued on or about August 4, 2014 and will be due on or about September 3, 2014. The IFB will be listed as N40085-14-B-8164 on the Navy Electronic Commerce Online website (NECO) at: https://www.neco.navy.mil/index.aspx.
