- The U.S. Department of Commerce, National Marine Fisheries Service in Boqueron, PR, intend to extend a purchase order for continued services under the original scope of work to enable Earthound Studies to continue the media campaign. The extension will be for an additional 12 months and will be completed August 31, 2014. The project began in FY13 to implement the Don't Stop Talking Fish (DSTF) Cultural Event and media campaign, which is one component of the DSTF Project within the Marine Outreach and Education United States Virgin Islands (USVI) Style (MOES-VI) Initiative. MOES-VI aims to increase community awareness and compliance with fishery regulations while fostering effective dialog concerning sustainable use of Territorial fishery resources and marine resource management in general. DSTF is a collaboration between NOAA's Coral Reef Conservation Program (CRCP), NOAA's National Marine Fisheries Service (NMFS or NOAA Fisheries Service), USVI Department of Planning and Natural Resources (DPNR), the Caribbean Fisheries Management Council (CFMC) and Friends of St. Croix East End Marine Park to build community awareness and knowledge of the fisheries management process, the roles of management agencies, and the most recent fisheries rules and regulations, while further developing community appreciation for the ecological, cultural and heritage aspect of the USVI fisheries, fishers, and the St. Croix East End Marine Park (STXEEMP). Earthbound Studios was awarded the original contract for the DSTF work begun in FY13. Earthbound Studios has already created the DSTF website and social media sites for the project. Therefore, the government is proposing the continuation of the non-severable services in the form of the media campaign through a contract modification for Earthbound Studios. Thus, there would be a significant cost to the government if it were to contract a new vendor to create a DSTF website. In addition, if the government were required to issue a new contract to a different vendor, the government would incur additional costs associated with the acquisition of new materials for the website because the government would no longer have access to some of the proprietary content created by Earthbound Studios for the FY13 project. The government would also be negatively impacted because a new vendor would mean a new website address, requiring additional outreach in order to inform people about the new website and explain to them why the website they are already familiar with and using is no longer functional. Therefore, the continuation of the existing contract is the best value for the government and ensures the continuity of the project through the continuation of the media campaign using the existing website. The intended procurement is for services for which the Government intends to acquire under the guidelines of FAR Part 13, Simplified Acquisition Procedures and FAR Part 12 Commercial Items. The NAICS code for this action is 541990. Interested parties must respond within (5) five days after publication of this notice. If no affirmative responses are received, the Government intends to issue modification to the current contract to Earthbound Studios. All contractors doing business with the Government must be registered with the System for Award Management (SAM). No award can be made unless the vendor is registered with SAM.
