Description
NASA/MSFC has a requirement for environmental remediation services at Santa Susana Field Laboratory (SSFL) to be performed by the State of California regulator; Department of Toxic Substances Control (DTSC). These services include, but are not limited to: 1.1General project planning and management. 1.1.1Project planning and implementation 1.1.2Coordination with NASA SSFL representatives 1.1.3Project management (schedule and resources) 1.1.4Data management 1.1.5Coordination with other Federal, State, and local regulatory agencies 1.1.6Coordination with the three Responsible Parties (NASA, the Boeing Company and Department of Energy (DOE) regarding SSFL related activities 1.1.7Obtain and manage subcontracts required to execute DTSCs responsibilities in implementing 2007 Consent Order and 2010 Administrative Order on Consent (AOC) requirements 1.1.8Travel to support DTSCs oversight of the NASA-SSFL activities and actions 1.2Technical review, comment, and approval of all documents and data provided to DTSC by NASA in accordance with the terms of the 2007 Consent Order and 2010 AOC. General submittals, to include, but are not limited to: 1.2.1Schedules and site planning inputs 1.2.2Soil data gap investigation work plan(s) 1.2.3Soil data summary report 1.2.4Soil treatability testing workplan, sampling and analysis plan, & treatability evaluation report for any proposed onsite treatment technologies 1.2.5Soil confirmation sampling plan and reporting 1.2.6Soils remedial action implementation plan(s) 1.2.7Removal action work plan(s) 1.2.8Groundwater investigation work plan(s) 1.2.9Groundwater investigation report(s) 1.2.10Groundwater treatability work plan(s) 1.2.11Groundwater corrective measure studies 1.2.12Groundwater corrective measures implementation plan(s) 1.2.13Groundwater corrective action reporting 1.3Sampling oversight that can include onsite observation, collection and analysis of samples for Quality Assurance (QA)/Quality Control (QC) purposes. 1.4Provide response to public comments on draft plans & reports. 1.5Conduct and/or attend public and stakeholder meetings as required. 1.6Prepare an analysis and conduct required public meetings under the California Environmental Quality Act (CEQA) in support of the NASA cleanup actions. NASA/MSFC intends to purchase the remediation oversight services as a Sole Source from The State of California Department of Toxic Substances Control (DTSC). Competition is impractical, due to: 1. FAR 6.302-1, which implements the authority of 10 U.S.C. 2304(c) (1) when an agencys need for supplies or services are available from only one responsible source that will satisfy Agency requirements based on Authority of a) Consent Order for Corrective Action executed on August 16, 2007 signed by NASA Center Director and SSFL Project Director of DTCS; and b) Administrative Order on Consent (AOC) for Remedial Action executed on December 6, 2010, signed by NASA Assistant Administrator of Office of Strategic Infrastructure and DTSC Acting Director. 2. This procurement is a follow-on requirement to maintain environmental remediation services through DTSC.MSFC is continuing this effort by contracting directly with DTSC. Maintaining contract continuity is the most effective and efficient way to ensure remediation oversight continues as required by law. Considering contract requirements, it is recommended that the Center extend the environmental remediation support services contract with DTSC. The Government does not intend to acquire a commercial item using FAR Part 12. This synopsis is for information only due to the nature of the environmental remediation effort ongoing at SSFL. Federal and State environmental laws require remediation of the affected areas followed by a period of monitoring. California law requires that remediation be sustained, without cessation, through completion. Oral communications are not acceptable in response to this notice.
