INTRODUCTION: THIS IS A PRE-SOLICITATION NON-COMPETITIVE (NOTICE OF INTENT) SYNOPSIS TO AWARD A PURCHASE ORDER WITHOUT PROVIDING FOR FULL OR OPEN COMPETITION (INCLUDING BRAND-NAME). The National Institutes of Health (NIH), National Heart, Lung, and Blood Institute (NHLBI), Office of Acquisitions (OA), on intends to negotiate and award a purchase order on a sole source noncompetitive basis to Leica Microsystems Inc., 1700 Leider Lane, Buffalo Grove, IL, 60089-6622 to upgrade the Leica TCS SP8 Confocal Laser Scanning Microscope with Non-descanned Detectors. PROCUREMENT: The upgrade of the Leica TCS SP8 will consist of the following: 1. Two (2) Quad Modules for DM6000 CFS/DM6000 2. Two (2) RLD 2 channels for DM 6000 CFS 3. Two (2) Filter cubes NDD, empty-SP680 4. Installation of equipment BACKGROUND: The mission of the NHLBI Division of Intramural Research (DIR) is to perform robust scientific and clinical research leading to a better understanding of biology and clinical pathology. To attain this goal, we have built a strong basic science foundation and coupled it closely with innovative technology development and outstanding clinical research both at the NIH Clinical Center and in partnership with local hospitals. The purview of our research is broad, encompassing investigations into the basic principles of molecular, cellular, and organ-level biology and their relationship to disease. Some current areas of fundamental interest include single molecule structure; protein assembly; molecular and cell biology; cell signaling and motility; membrane trafficking; physiology; systems biology; engineering and technology development. Insights into disease mechanisms derived from basic studies form the basis for translational research into new diagnostic and therapeutic approaches. DIR investigators also conduct concept-based clinical studies in the areas of interventional and surgical cardiology; pulmonary medicine; sickle cell anemia; bone marrow transplant; and hematologic disorders. The Center for Population Studies located in Framingham Massachusetts and associated with the Framingham Heart Study focuses on Epidemiology of cardiovascular disease. Providing state-of-the-art training in basic, translational, and clinical research for the next generation of scientific and clinical leaders is a high priority. This program provides opportunities for scientists and trainees to work together towards a better understanding of molecular machines, the cell, the body, and ultimately the treatment of human diseases. The Laboratory of Cardiac Energetics is an intramural research facility within the National Heart Lung and Blood Institute in Bethesda Maryland. The major goal of the Laboratory is a better understanding of the complex physiology of the cardiovascular system. Towards this goal, the Laboratory specializes in the use of non-invasive technologies to follow physiological processes in man and model systems. The Laboratory also has a very active clinical program evaluating the use of magnetic resonance imaging in the diagnosis of cardiovascular disease. The Laboratory requires an upgrade to the Leica SP8 microscope to better achieve its goals. PURPOSE AND OBJECTIVE: The purpose of this procurement is to upgrade the Leica SP8 microscope with non-descanned detectors (NDD). ANTICIPATED PERIOD OF PERFORMANCE: To be negotiated after receipt of order. JUSTIFICATION: The determination by the Government to award a contract without providing for full and open competition is based upon the market research conducted as prescribed in FAR Part 10-Market Research. Leica Microsystems is the manufacturer and sole source provider of the components required for the upgrade of the Leica TCS SP8 MP. REGULATORY AUTHORITY: This acquisition is conducted under the authority of 41 U.S.C. 253(c) as set forth in FAR Part 13.106-1 (b) (1), Soliciting from a single source not exceeding the simplified acquisition threshold, and is exempt from the requirements of FAR Part 6, Competition Requirements. ADDITIONAL INFORMATION: Industry Classification (NAICS) Code is 334516, Analytical Laboratory Instrument Manufacturing and the Small Business Size Standard is 500 Employees. This acquisition is conducted under the procedures as prescribed in FAR subpart 12-Acquisition of Commercial Items and FAR subpart 13-Simplified Acquisition Procedures. The solicitation document, the incorporated provisions and clauses are those in the Federal Acquisition Circular 2005-74, effective July 1, 2014. The determination by the Government to award a purchase order on a sole source noncompetitive basis to upgrade the Leica TCS SP8 Confocal Laser Scanning Microscope with Non-descanned Detectors to Leica Microsystems Inc., 1700 Leider Lane, Buffalo Grove, IL, 60089-6622., is based upon the market research conducted in accordance with one or more of the techniques specified in FAR Part 10-Market Research, Subpart 10.002(b)(2). This synopsis is not a request for competitive proposals. However, interested parties may identify their interest and capability to respond to this notice. Responses to this notice shall contain sufficient information to establish the interested parties' bona-fide capabilities for fulfilling the requirement and include: unit price, list price, shipping and handling costs, the delivery period after contract award, the prompt payment discount terms, the F.O.B. Point (Destination or Origin), the Dun & Bradstreet Number (DUNS), the Taxpayer Identification Number (TIN), and the certification of business size. All offerors must have an active registration in the System for Award Management (SAM) www.sam.gov." A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. The information received will normally be considered solely for the purposes of determining whether to proceed on a non-competitive basis or to conduct a competitive procurement. All responses must be received by July 28, 2014 at 8:00 a.m. EST.
