- Notice to Small Businesses The purpose of this notice is to obtain information regarding the availability and capability of qualified small business concerns; 8(a), Woman-Owned Small Businesses (WOSB), Historically Underutilized Business Zone (HUBZone), Small Businesses, and Service-Disabled Veteran-owned Small Businesses (SDVOSB). The Food and Drug Administration intends to provide maximum practicable opportunities in its acquisitions to small businesses. The Food and Drug Administration (FDA) is conducting a market survey to assess the availability of small business firms as defined by NAICS code 334516 to provide an automated acid hydrolysis and extractor for high fat samples for analysis of dioxins and PCBs in food matrices. This notification is for market research purposes and does not constitute a commitment, implied or otherwise, that a procurement will be accomplished. FDA welcomes responses from all interested parties. FDA does not intend to make a selection decision or award a contract on the basis of responses nor otherwise pay for the preparation of any information submitted of FDA's use of such information. Acknowledgment of receipt of responses will not be made, nor will respondents be notified of the outcome of the FDA's review of the information received. Additionally, the FDA does not intend to hold discussions concerning this sources sought with any interested parties. However, FDA reserves the right to contact vendors if additional information is required. Background High fat matrices such as butter and oil are of particular concern for the analysis of dioxins and polychlorinated biphenyls. These high fat matrices are inherently high in dioxins because the pollutants are stored in the fat of animals and are transferred and stored in humans when they are consumed. Therefore it is important to have reproducible and automated extraction system that generates clean extracts for analysis. Technical Requirements/Specification: Item # 1 - Qty: 1 Hydrotherm HTX (13-0031)/Soxtherm SOX416 (13-0109): - Pneumatically controlled - Enclosed system with no need for fume cupboard - Completely automated - Ability to digest six samples simultaneously - Independently controllable modules - Monitoring of hychlorics acid - Automatic rinsing of samples until ph neutral - Comprehensive fault sensors - Data logging control program - A quick start function - Plug-in temperature connectors at 135°C, 200° and 300°C - Consumables included: Filters, weighing paper, extraction beakers and thimbles Installation: 1. The system shall be delivered to the address stated below with all necessary supplies and accessories required for installation and start-up. 2. The offeror shall provide full system installation. Training 1. Price shall include functionality training to no more than 3 employees. 2. Training shall take place during installation. Warranty 1. Price should include a 2 year warranty agreement for all parts and labor with 1 Preventative Maintenance visit scheduled every 6 months. 2. The successful offeror shall provide maintenance and repair service. A toll-free telephone number for placing service calls is required. 3. Technician response shall be within 48 hours of a service call. Delivery The contractor shall deliver 30 days from receipt of order to the address shown below: US Food and Drug Administration Kansas City District Laboratory US Customs House, Room 104 11510 W. 80th St. Lenexa, KS 66214 POC: "Shall be provided at time of award." Delivery shall be made during regular working hours, 8:00 am through 4:30 pm weekdays. General Requirements 1. The supplier will meet all the contract specifications listed below. 2. The supplier is to provide all tools, parts, travel, labor, phone support and expertise as needed to return the instrument to full service. General Instructions Contractors that believe they possess the ability to provide the required equipment must submit documentation of their ability to meet each of the characteristics listed above to the Contracting Officer (i.e. brochure, information on equipment that meets specifications, etc.) The capability statement must also include the organization name, type of business, DUNS number, point of contact name/telephone number/email address, and applicable NAICS code. Capability statements that do not provide sufficient information for assessment will be considered non-responsive.
