- The Centers for Disease Control and Prevention intends to award a sole source firm fixed price purchase order to Cayman Chemicals for the purchase of two stable isotope internal standards (quantity and item): (1)-500mg Alpha-Linolenic Acid-d14, and (1) 2.0 grams Arachidonic Acid-d8. Cayman Chemical offers two compounds (Alpha-Linolenic Acid-d14 (500 mg) and Arachidonic Acid-d8 (2.0 grams), that we can use for our analytical methods to assure quality calibration results and compliance to CLIA regulations and CDC quality guidelines. Past performance for use of those compounds, demonstrate that they can meet our specific requirements for need, time, purity, past performance, continuity of measurement, and compatibility as follows: (1) Need: They can be used for our calibrator preparation and to avoid disruption of urgent project activities which will ensure validity of accurate public health data. (2) Time and Purity: The stable isotope standards used for fatty acid analyses require that they be custom made. Both compounds, can be custom made by Cayman Chemical and delivered at our requested time (6-8 weeks) and high purity level (>99%) for each compound. The manufacturing of such is a very complicated process, which requires a highly skilled synthetic chemist to make these compounds. Delays can be avoided because they have a chemist on staff that can efficiently perform the product synthesis in a timely manner. (3) Past Performance and Continuity: These internal standards were utilized in the past and we were able to achieve acceptable results. We have used both compounds from this vendor in for the last few years and they produced the same calibration curve, sensitivity, and selectivity assuring continuity of measurement which is critical for calculated test results. (4) Compatibility: Furthermore, utilizing these same stable isotopes is critical because they are more structurally similar to the corresponding trans fatty acids being quantitated for our chemical analysis. This laboratory currently uses stable isotope standards from Cayman Chemical. Thus, the two customized stable isotope standards offered, (1)-500mg Alpha-Linolenic Acid-d14, and (1) 2.0 grams Arachidonic Acid-d8) will be specifically designed for our assays and meet all program constraints including cost and time. No other products were offered by any other vendor aside from Cayman Chemical that can meet our need at the best value to the government. This contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 13.106-1(b) and 10 U.S.C. 2304(c)(1). Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive quotations; however, all quotations/responses received within fourteen (14) days of the issuance of this notice will be considered by the government. A determination by the government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
