Description
This is a synopsis/pre-solicitation notice for non-commercial services as prepared in accordance with the format in FAR Subpart 5.207, as supplemented with additional information included in this notice. NSWCCD Philadelphia seeks to competitively award a firm fixed price (FFP) purchase order using Simplified Acquisition Procedures (SAP). This procurement is being set aside 100% for Small Business. Interested persons may identify their interest and capability to respond to the requirement. The Naval Surface Warfare Center Carderock Division (NSWCCD) Philadelphia has established a requirement for Genomic DNA isolation and sequencing from biofilm samples. NSWCCD Code 633 will act as the technical experts for this effort. The project goal is to isolate DNA from biological samples and sequence the metagenome using high-throughput sequencing machines. All work will be performed at the vendor facility. Process: - Vendor will be sent up to 35 metal sample coupons covered in marine biofilm. - Genomic DNA will be extracted and purified. When possible, 2-3 pilot tests of the extraction process will be conducted to confirm that the protocol is compatible with this type of sample and that sufficient volumes of DNA can be extracted. - If sufficient DNA for sequencing cannot be extracted, no sequencing will occur. Otherwise, DNA will then be prepared for 16S and whole genome shotgun sequencing (which will require multiplexing, attaching primers, etc). - The 16S library will be sequenced using an Illumina MiSeq machine. - The whole genome library will be sequenced using an Illumina HiSeq or other high-throughput machine. - Raw sequencing data from both machines will be provided by vendor in FASTQ format. No travel is required. Vendor will provide the personnel, services, facilities, and materials necessary to perform the work. The Government will furnish 35 metal samples + 2-3 additional samples for protocol testing. A statement of work will be listed with the posting of the solicitation. Services are expected to be completed within two months from delivery of samples, and raw sequencing files will be sent to NSWCCD. The NAICS Code for this procurement is 541711 with a size standard of 500. This announcement does not constitute a solicitation. Specific details will be provided in the solicitation Request For Quote (RFQ) N65540-14-T-5419, which will be posted on the World Wide Web at https://www.neco.navy.mil/ (click on Business Opportunities) and http://www.fedbizopps.gov/ (click on Vendors), at least 15 days after posting of this notice.
