- ID40140100 Limited Source Justification The General Service Administration (GSA), Federal Acquisition Service (FAS), National Information Technology Commodity Program (NITCP) has issued a delivery order under ID40140100 to Rockwell Collins, Inc. for Common Avionics Architecture Systems (CAAS) hardware in accordance with FAR 8.405-6(a)(1)(i)(B) Only one source is capable of providing the supplies or services required at the level of quality required because the supplies or services are unique or highly specialized. The attached written justification has been prepared detailing the sufficient facts and rationale for limiting competition and is being posted in accordance with FAR 8.405-6(a)(2).
