- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in the Federal Acquisition Regulation (FAR), Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only notice, and no other solicitation will be issued. Solicitation Number M6890914Q7669 is issued as a Request for Quotation (RFQ). This solicitation is unrestricted. The incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2005-75 and Defense Federal Acquisition Regulations Supplement Change Notice 24 June 2014. NAICS Code 334118 applies. The Government intends to purchase on a firm fixed-price basis and to procure Brand Name or equal on a National Instruments Enterprise License and Training to support the Testers and Engineers with developing their skills on the use of the LabVIEW applications for programing custom test tools to support test events. The Enterprise License Agreement shall cover site licensing, training, and "direct access" to technical support for the Developer Suite for LabVIEW and associated toolkits. NATIONAL INSTRUMENTS is the developer for the LabVIEW suite of applications and tools. The agreement shall include site licensing with an unlimited number of individual core Developer Suite/LabVIEW licenses. This agreement shall also include premier technical support with direct access to the developers' Research and Development (R&D) team for resolution of urgent and critical issues. Line Item 0001: Part Number: 778367A-01, Description: Enterprise Agreement includes software and training credits. Delivery shall be FOB Destination to Marine Corps Tactical Systems Support Activity (MCTSSA), Bldg. 31345, Camp Pendleton, CA 92055-5171. Inspection and acceptance shall be made at destination. The government will award a contract resulting from most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: (i) technical capability of the item offered to meet the Government requirement, (ii) price, and (iii) past performance. The following FAR and DFARS provisions are incorporated by reference and apply to this acquisition. FAR 52.204-7 Alt I; 52.211-6; 52.212-1; 52.212-4; 52.212-2; 52.252-2, and 52.212-5 subparagraphs (a) 52.222-50, 52.233-3, 52.233-4 and (b) 52.222-3, 52.222-19, 52.222.21, 52.222-26, 52.222-36, 52.223-18, 52.232-33.
