Description
TACTICAL FUEL FARM •1. SUMMARY : This solicitation will result in a firm fixed price (FFP) order to retrofit an aviation refueling station to a tactical vehicle refueling station at Marine Air Ground Task Force Training Command (MAGTFTC), Marine Corps Air Ground Combat Center (MCAGCC), Twentynine Palms, CA. •2. The Request for Quotation (RFQ) is100% set aside to Small Business. •3. Quoters are requested to thoroughly review the requirements of this solicitation and submit any questions in writing to Ms. Rowena Hardgrove at rowena.hardgrove@usmc.mil by Friday, 12:00 p.m., Pacific Standard Time, 25 July 2014. •4. SUBMISSION OF QUOTES : Quotes may be hand carried, submitted by commercial courier service (FedEx, UPS, etc) or by electronic mail. Quoters bear the burden of ensuring that all portions of the quote reach the designated Contract Specialist before the deadline specified in the solicitation. No faxed quotes will be considered. Hand Carried/Courier Service United States Marine Corps Regional Contracting Office Attn: Rowena Hardgrove Building 1102, Door 21 Twentynine Palms, CA 92278 Email: rowena.hardgrove@usmc.mil Phone: (760) 830-5336 For email quotes, the Government office designated for receipt of the quotation is the e-mail inbox of the addressee indicated above; delivery to a server is not considered delivery to the designated Government office. The email shall not be considered to be delivered unless the entire content of the email and all attachments can be read by the addressee indicated above. The basis for determining time of receipt is the "Sent:" field in the Outlook email message header. The email is considered received upon delivery into the inbox of the addressee indicated above. Receipt of an electronic acknowledgment establishes that a record was received but does not establish that the content sent corresponds to the content received. Email attachments are limited to no more than 2MB. Quoters are specifically warned that email may be subject to spam filters or attachment stripping. All transmissions must clearly state the solicitation number and the name of the contracting officer on the first page to ensure proper receipt. Attention is directed to FAR 52.212-1(f), concerning late submissions. Quoters are responsible for allowing adequate time for transmission to be completed. The quoter bears the risk of non-receipt of transmissions, and should ensure that all pages of the quote (and any authorized modifications) have been received by the designated office before the deadline indicated. Pages of a transmission that arrive after the deadline will not be considered. Quotes transmitted via email are subject to the same rules as paper quotes. The government reserves the right to make award solely on the quotation received. 5. FORMAT OF QUOTES : Representations and certifications : The Quoter must post to https://www.sam.gov/index.html/#1 and must state that this has been accomplished when submitting the technical proposal. Techical : The quoter shall submit a detailed quote that includes thorough explanation of the retrofit, to include compatability with existing equipment. In addition, the quote shall include a detailed listing of parts, place of manufacture and part numbers. Warranty. The contractor shall provide an unlimited warranty to include parts and labor for all retrofitted equipment. The warranty shall be for a period of 1 year after contract award. Past Performance. The quoter shall provide information concerning recent (within the past three years) and relevant past performance in performing at least one and no more than four contract s of similar scope. In addition to the information submitted with the quote, the Contracting Officer may consider knowledge of and previous experience with the supply or service being acquired, customer surveys and the Government wide Past Performance Information Retrieval System (PPIRS) at www.ppirs.gov or other information. Past performance will be evaluated in accordance with Department of Defense Source Selection Procedures Appendix A. Available at the following link: http://www.acq.osd.mil/dpap/policy/policyvault/USA007183-10-DPAP.pdf. Price : Offerors are to submit pricing on CLIN identified in the solicitation. All ancillary parts and services (i.e. fuel surcharges) shall be included within the pricing structure provided. (a) The Quoter agrees to hold the quote firm for 30 calendar days from the date specified for receipt of quotes. (b) Quoters must be determined to be responsible to be awarded the contract. (c) All quotes must include the quoter's Cage Code, DUNS #, and TIN. EVALUATION FACTORS (a) The Government will award a FFP, contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The lowest price technically acceptable source selection process will be utilized. The following factors shall be used to evaluate quotes: Technical Warranty Past Performance Price Award will be made to that offeror whose quote contains the combination of those criteria offering the best overall value to the Government. The Government intends to evaluate quotes and award a FFP, single award contract without negotiations. The initial quote submitted must contain adequate information to ascertain the contractor's ability to comply with all requirements of the solicitation and it should contain the offeror's best terms from a price and technical standpoint. The Government reserves the right to conduct negotiations with one or more offerors if determined by the Contracting Officer to be necessary. SITE VISIT SITE VISIT. A site visit is being offered on Tuesday, 29 July 2014 at 09:00 a.m. Pacific Time. Interested parties that are not present at the prescribed time will not be allowed to participate. The nearest airport is Palm Springs International Airport (PSP). From Interstate 10, take CA 62 north and then east to Twentynine Palms. Turn left (North) on Adobe Road. Continue on for approximately 4 miles. Upon reaching the main gate, exit to the right at Pass and ID. Interested parties shall obtain base access. Parties must be sponsored, have valid registration and proof of insurance. Upon obtaining base access, proceed through the main gate and drive to the stoplight. Turn left at the light and turn right into the parking lot of building 1102, Door 21. Parties will not be authorized to drive personal vehicles into the training areas. Government transportation will be provided. Parties should be prepared with proper clothing and footwear for the desert. Parties shall bring water. BASE ACCESS. In order to obtain base access, interested parties shall submit the following: Full name, last four digits of the SSN, and driver's license number to rowena.hardgrove@usmc.mil no later than 12:00 p.m. Pacific, 28 July 2014.
