- This Sources Sought Notice is being published by the Department of Interiors U.S. Geological Survey (USGS). The purpose of this Notice is to conduct Market Research prior to exercising Option Year One of Purchase Order G13PX01731 with University of Texas at Austin/Center for Petroleum and Geosystems Engineering (CPGE), 101 East 27th Street, Ste. 4308, Austin, TX 78712-1500. This Purchase Order was issued on a sole-source basis to the University for a Consortium Membership entitled Geologic CO2 Storage Research. The USGS has concluded that the services acquired from this Membership continues to be unique and only available from the University of Texas at Austin/Center for Petroleum and Geosystems Engineering (CPGE). The reasons that continue to exist and which justify exercising Option One is based on the following description of the essential benefits to the USGS which meet its minimum need and the factors the USGS will use to evaluate the information submitted by firms in response to this Notice: The University of Texas CPGE is building upon the successful CO2 storage and enhanced oil recovery (EOR) research undertaken over the past ten years by more than twenty University of Texas professors, students, and postdocs from various Departments of Engineering, Geological, Geophysical and Environmental Sciences. CPEG encourages and develops interdisciplinary research in petroleum and geosystems engineering as well as other areas related to energy and the environment. It also provides an organizational structure for funding new areas of research, and conducts meetings, symposia, and workshops on research topics and provides a mechanism for technology transfer. The CPGE membership provides the following essential benefits: 1.Focused research workshops organized to bring together experts from across the globe to discuss an important specific research topic related to carbon storage; 2.Detailed national assessment of storage potential carbon dioxide in geologic formations; 3.Better understanding of combined enhanced oil and gas recovery with CO2 sequestration or utilization of CO2 for enhanced recovery of oil, mixed gas injection processes. 4.An invitation to the CPGE annual review meeting at which ongoing research projects funded by the USGS and others will be presented by faculty, students, and postdocs. The CPGE membership provides the following deliverables: 1. CPGE is responsible for planning work, coordinating work with USGS scientists, and conducting the research. CPGE will provide USGS with progress reports to the Project Chief and identify any potentially controversial matters. 2. In addition, CPGE will provide to the USGS access 1) to focused research workshops organized to bring together experts from across the globe to discuss an important specific research topic related to carbon storage; 2) to short courses on topics related to on-going research; 3) to the CPGE website with videos of presentations of interest made at weekly CPGE meetings by students, faculty, and post-docs; and 3) an invitation to the CPGE annual review meeting for the at which ongoing research projects funded by the USGS and others will be presented by faculty, students, and postdocs. In order to be responsive to this Notice, a firm must provide the appropriate capability statement for consideration by July 8, 2014. Responses that do not comply with these procedures will not be considered. Requests for information and subsequent responses may be e-mailed to the point-of-contact specified below. Firms are cautioned that this is not a solicitation. All costs associated with providing information as requested by this Notice shall be the responsibility of the responding firm.
