Description
The White River Junction VAMC, located at 215 North Main Street, White River, VT 05001 has a requirement for PTSD inflicted Brains for the National PTSD Brain Bank (NPBB) they are intending to operate. The primary aim of this NPBB is the collection and dissemination of postmortem tissue to the scientific community in order to facilitate rapid advancement of scientific knowledge of post traumatic stress disorder (PTSD) and specifically PTSD biomarkers. The VA intends on negotiating via a sole source basis with The Lieber Institute, who is highly specialized and has the expertise to guide the NCPTSD in this process and in making the necessary decisions. Their background brings an understanding of brains, neuroscience, and neuroanatomy, which are vital in the initial phase of developing a NPBB. Currently there is no PTSD brain bank in the U.S. Lieber is the only institution in the nation that can provide this number of appropriately processed brains from well-diagnosed individuals with PTSD. This Notice of Intent is NOT a request for competitive proposals. Parties may identify their interest, accompanied by supporting literature, to the Contracting Officer no later than 2:00pm EST on 04/28/2014. Responses should be sent to James.Corbett2@va.gov. Information received will be for the purpose of determining whether or not to conduct a competitive procurement. The determination to conduct a competitive procurement based on responses to this notice is solely within the discretion of the Contracting Officer.
