Description: This is a Combined Synopsis/Solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Quotes are being requested and a written solicitation will not be issued. The solicitation number is VA257-14-Q-0745. This acquisition is issued as a Request for Quote (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-72, effective April 29, 2014. The associated North American Industrial Classification System Code (NAICS) for this procurement is 334519 - Other Measuring and Controlling Device Manufacturing with a small business standard of 500 employees. This acquisition is solicited as a set-aside for small business. Network Contracting Office 18 requests responses from qualified sources capable of providing the following item(s): 1) AreaRae Steel Monitor (meets or exceeds): Monitor must provide all five sensors in one package/instrument housing: 1) Oxygen sensor 2) Lower Explosive Limit (LEL) sensor 3) Carbon Monoxide detector (0 to 500 parts per million range with 40 second response time) 4) Chlorine detector (0 to 10 parts per million range, 0.1 increments, 60 second response time) 5 Photoionization Detector (measures parts per million of volatile organic compounds (VOCs); 0-2000 parts per million range with 10 second response time) 2) Data logging capable Requirement is for instrument that monitors hazardous air condition with adjustable frequency of readings that are recorded and can be downloaded later for plots and charts. Data-logging intervals may be programmed from one second to sixty minutes in one-second increments. In addition, time stamp, user ID, site ID, serial number, last calibration date, and alarm limits are also stored. 3) Portable, tripod mounted: Requirement is for a portable instrument (vs. fixed or installed instruments), must be capable for rapid deployment in temporary monitoring situations. Requirement for hand free operation; the need is for an "area" monitor that is not hand held. Monitor will be set up outdoors at the decontamination area to monitor exposure of decon team to hazardous substances and not require human operation or attention. Monitor must be capable of being mounted to a portable tripod for area monitoring. Rechargeable Lithium-ion battery pack for portable use outdoors. 4) Chemical, water and heat resistant: Equipment must be housed in a welded stainless-steel enclosure that is rugged, portable and weather-resistant. Requirement for instrument to withstand harsh environment of outdoor hospital decontamination area with exposure to extreme temperatures (20C to 45C), sunlight, splashing from decon showers, and hazardous materials.
